Job Context:
∎ Islamic Relief Bangladesh is implementing different projects focusing on water, sanitation, hygiene, shelter, disaster preparedness, food, and non-food items distribution, etc. in the camps of Cox’s Bazar and Bhasanchar. Initially, we started with 2000 families in Bhasanchar. We have ensured food security for more than 4,000 families till December 2021 which is continuing. Apart from the regular monthly ration, we have provided a Ramadan Food pack which not only contained regular food items but also had premium quality rice, vermicelli, powdered milk, and dates. In 2021, we also provided Eid-Gift which has ensured attires (Lungi and Thami) for close to 4,600 families there. During Eid-ul Adha, Islamic Relief distributed adequate meat to all the FDMNs living in Bhasanchar. To keep the FDMNs warm and to protect them from winter, suitable winter clothes including blankets, shawls for both males and females, and hoodies for children were distributed for every family as well. FDMN’s living in Cox’s Bazar has adversely affected tremendous pressure on the people’s access to everything – shelter, food, water, sanitation, health, protection, education, and basic materials necessary for living with optimum dignity and safety. Islamic relief has been reaching out to a large number of families including host communities with different WaSH interventions like installation of Tube wells, construction of WaSH blocks, Latrines, Bathing facilities, Pipe Networking, de-sledding of latrines, and Child-Friendly Spaces considering the needs. Moreover, Islamic Relief has distributed PWD devices, environment-friendly stoves, clothes, mosquito nets, utensils, and solar lights. Islamic Relief Bangladesh played a crucial role after the massive fire broke out at Rohingya refugee camps in Cox’s Bazar on March 22, 2021. Emergency shelter and sanitation both were provided to thousands of people who became homeless by the devastating fire incident. In 2021, Islamic Relief has distributed warm clothes among 10,000 FDMNs and host community families in Cox’s Bazar. The Assistant Project Officer-Child Development will be based at Bhasan Char & will work under the direct supervision of Project Coordinator/Manager

Job Responsibilities:
∎ Contribute to ensuring a safe and stimulating environment for children to play and learn (30%)
∎ Responsible for all community-level activities at assigned location/s under the supervision of Project Focal / Supervisor.
∎ Play an active role in strengthening child protection responses and monitor activities within Learning Centers and Multipurpose centers for ensuring a safe and stimulating environment for children and adolescents to play and learn are in place.
∎ Manage and organize Learning Centers and Multipurpose Centers to be safe and ready for mobilization community around the protection and well-being of children and adolescents.
∎ Assisting with planning, monitoring, analyzing, and documenting activities in Learning Centers.
∎ Assisting, supporting, and organizing spaces for adolescent skill development training and group activities.
∎ Organize Learning Centers space for group psychosocial activities for parent/ caregiver.
∎ Support Community-Based Child Protection Committee/ Group mechanism facilitated community-led- child protection activities to strengthen prevention and response to violence, abuse, exploitation, and neglect against children
∎ Work closely with adolescent skill development facilitators, Trained Psychosocial workers, and volunteers to ensure appropriate services for children through the strengthened referral system.
∎ Collect beneficiary list consulting with CiC & sector.
∎ Engage in effective community mobilization within IR guidelines and compliances.
∎ Be aligned with the agreed time, cost, and quality constraints of the project to enable the delivery of the agreed outputs and/or benefits.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) in all project activities.
∎ Support to ensure Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Implementation of the project in target location/s (30%)
∎ Implementation of the assigned project activities i.e. food items receive and distribution, emergency relief.
∎ Prepare attendance sheet, muster roll, and any other documents for audit compliances.
∎ Prepare field movement and community engagement plan, approve it with supervisor and ensure strict alignment with the plan.
∎ Support / Participate in different need assessments, impact evaluations, post-distribution monitoring (PDM), etc.
∎ Prepare weekly, monthly reports and support to Project Coordinator in submitting internal reports timely.
∎ Supporting organization of events and activities and helping with the request for goods and quotations according to project needs.
∎ Organize a regular monthly meeting with CP Assistants, Volunteers, and share meeting minutes & action plans to PC.
∎ Work Closely with logistics and program team to ensure materials in learning centers based on needs.
∎ Maintain Proper documentation of stocks in Learning Centers.
∎ Participate in service and community mapping (population data, familiar with leaders, sports field identification) as part of the community mobilization initiative
∎ Organize Sports activities/ sports-based intervention
∎ Distribute sports material to targeted children and maintenance of sports material
∎ Periodically arrange sports activities for different age groups
∎ Facilitate awareness-raising discussion with key religious leaders, potential leaders, teachers, Rohingya refugee men and boys on GBV prevention (Harmful Gender Norms, child marriage, dowry system, polygamy, domestic violence, healthy family relationship, aggressive behavior/ positive construction of masculinity, anger management, etc.)
∎ Volunteer identification, Training, and follow-up.
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level (20%)
∎ Capacity building plan and facilitate training for Adolescent Skill Development Facilitators, Trained Psychosocial Workers, Community Volunteers & CBCPGs
∎ Organize basic skill development training for project participants on different subjects i.e. life skills development, protection, livelihood, health & hygiene promotion, etc.
∎ Participate and facilitate weekly and monthly project-related awareness raising and feedback sessions at FDMN & host community level.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Organize training and workshop in different sectors for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving and visibility according to the project need (10%)
∎ Prepare bill & check the bills vouchers.
∎ Support supervisor to prepare monthly, quarterly, interim and final narrative reports as per proposal and project need.
∎ Assist supervisor to prepare monthly progress reports.
∎ Prepare, approve, organize and preserve all project-related documents and ensure sending to Humanitarian Crisis Response Programme within due time.
∎ Prepare or collect media & communication materials (Photographs, Case studies, etc.) required to ensure project visibility.
∎ Assist in archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders (5%)
∎ Support to organize the project inception meeting with different level stakeholders.
∎ Formulation of the project implementation committee.
∎ Ensure effective networking and coordination with UNO, LGI's, Clusters, and DC office for host community activities.
∎ Ensure effective networking and coordination with CiC, RRRC, Sector Coordinator for child development and skill-building activities.
∎ Liaison with other sectors, Imam, Majhis, and other religious leaders in Bhasanchar.
∎ Organized lesson learned workshop for further organizational development.
∎ Other Requirements (5%)
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, inventory, and another essential registers properly and timely in an effective manner.
∎ Support in the procurement of materials like requisition, follow-up, etc.
∎ Take initiatives to ensure the security of project staff and participants during the intervention.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Supervisor.

Additional Requirements:
