Educational Requirements:

Job Responsibilities:
∎ Policies and regulations
∎
∎ Review and update national HR policies as per HO requirements and labour law,
∎ Ensure that staff are aware of national HR policies and regulations and adhere to them
∎ Provide support to projects and PD administration in preparing NGO Affairs Bureau related documents, including replies to queries of NGOAB, and facilitate/coordinate/follow-up to get project approval/audit approval and clearances from Government/NGOAB
∎ Ensure GoB VAT and Tax compliance in case of staff benefits, goods and services and in other areas as applicable.
∎ Recruitment:

∎ Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with Head Finance and Services and project managers
∎ Support and coordinate the hiring process for all positions on-site: manage and organize the recruitment, screening, interviewing, hiring, and orientation of all new employees
∎ Administration:
∎
∎ Ensure proper filing of all personnel documentation
∎ Assist in the establishment of a payroll structure and payment procedures for national and international staff, prepare a budget and cost sheet for payroll and shared staff in coordination with finance team and ensure that cost for shared staffs are reimburse on monthly basis from the respective projects
∎ Organize necessary visa applications / immigration clearance, work permit, tax payment and submission of tax return procedures for international staff.
∎ Coordinate travel of international staff ( itinerary, ticketing)
∎ Staff development:
∎
∎ Coordinate the conducting of the annual personnel appraisals and ensure they are properly filed,
∎ Ensure a complete orientation package is in place and that all new staff are oriented on time,
∎ Support development opportunities for staff, assess capacity needs, inform on relevant trainings, collect development plans of staff and compile an overview of capacity needs of staff.
∎ Safety and Security:
∎
∎ Support any issues pertaining to safety and security of staff at the Programme Office in Dhaka and in the field.
∎ Ensure all personnel have received briefing on country security advisory, make them aware on local security plan, visitor's guidelines, medical and emergency evacuation procedures.
∎ Ensure that security measures are practiced and enforced to maintain as possible a safe and secure working environment.
Additional Requirements:
∎ A sound knowledge of employment laws and human resources best practices
∎ 3 -5 years HR working experience in an INGO
∎ Strong interpersonal skills, good communicator, able to understand issues quickly
∎ Good organizational and team management skills, ability to motivate staff members
∎ Good and active team member, with independence and well-structured mode of operation showing good judgement in recognising and setting priorities
