∎ The Assistant Country Director (CD) is in charge of coordinating all official communication with NGOAB and various other Ministries and, on ad hoc basis, with local government authorities including Dhaka North & South City Corporations.
∎ He/She is responsible for the political, humanitarian and security context follow up and analysis to provide insight to mission.
∎ Under the supervision of CD, He/she is in charge of developing an internal and external communication strategy and related tools for the mission.
∎ He/She provides support upon request to the CD for external representation when needed.

Job Responsibilities:
∎ -NGO Affairs Bureau and Ministry:
∎ Prepare and compile the different parts of FD-6 and FD-7 or any other forms in collaboration with Program and support departments and make sure the translation is done correctly.
∎ Prepare and process any revision on the FD6 or any other form.
∎ Dealing with any technical queries regarding FD-6, FD-7, FD-9 from NGOAB or other Line Ministries
∎ Support if necessary, the Liaison Officer for the preparation and submission of the FD9 for each expatriate,
∎ Follow the evolution of the general legal framework for NGOs in Bangladesh and inform HR department in case of changes
∎ Present the project to the relevant Ministry for FD6 and FD-7 approval
∎ Maintain good relationships with NGO AB and other relevant Ministries
∎ Share Monthly Activity report of SI with NGOAB and relevant Ministries in the GoB.
∎ -Context / Security follow up and Analysis
∎ Establish and maintain informal relations and a network of contacts permitting the collection of information, and the monitoring and analysis of the political, security and geo-political contexts in the countries and areas of intervention
∎ Monitor and Analyze contextual, security and geopolitical information and prepare :
∎ A media (and other relevant sources of information) review, analysis and update
∎ On a weekly basis a press briefing for the CD
∎ On a monthly basis a context analysis
∎ The Bangladesh context review yearly update
∎ A briefing document for each new expatriate or manager
∎ Any contextual information gathering and analysis as per the CD needs
∎ Flag key security, political and humanitarian issues to the CD whenever the information is released in the media or from any other sources
∎ -Programs / humanitarian watch / coordination
∎ Assist DCD (if and when required) in collecting any useful information and data relating to the gap analysis, assessment to support during the proposal development stage and positioning of Solidarités International in Bangladesh
∎ Prepare the minutes of meetings the at CD's request.
∎ Provide substantive advice to the project managers/ program coordination/Field coordinator on any topics related to community conflict management and relation with authorities
∎ File and archive documents related to the CD's responsibilities
∎ Liaison with SI's partner organizations if necessary.
∎ -Communication
∎ Propose, update and implement an external communication strategy and operational plan for the Bangladesh mission including monthly Sitreps for internal & external use.
∎ Monitor, advise & assist coordination and bases on communication/representation strategy toward administrative and political authorities
∎ Work closely with Grant Officer for preparing all documentations related to general presentation of the mission
∎ Develop external communication as relevant for the mission (presentation flyers, mission and program updated Word presentation, visibility material...)
∎ Upon CD validation, in link with HQ, ensure that the website is up to date regarding Bangladesh program as well as the weekly SI HQ newsletter updated with key info about the mission
∎ Organize external visibility workshop and mission events
∎ Assist in Translation from local language to English & vice versa for CD & other International Staff, if and when necessary with authorities and relevant actors/partners.
∎ -Representation
∎ Participate or accompany the CD at meetings for humanitarian coordination / security;
∎ Liaison and Communication as delegated by the CD to meet with Ministries, aid workers, administrative authorities, local politicians, civil society and the media.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 2 years of experience in NGO sector. Proven experience in government liaison duties.
∎ Experience in communication and reporting considered as an asset.
∎ Strong English language skills.

Salary:
∎ Total monthly gross salary 90,900 BDT with other benifits as per ISR of Solidarites International.
