Responsibilities & Context:
  1. Agricultural Insurance Risk Assessment

    • Assess agricultural and environmental risks affecting farmers, crops, and agricultural value chains.

    • Analyse climate-related risks and their implications for agricultural insurance products.

    • Support the identification and characterization of key risks across different agroecological zones and farmer segments.

  2. Insurance Product Development

    • Review existing agricultural insurance products and risk models under the Uganda Agricultural Insurance Scheme (UAIS).

    • Contribute to the design and refinement of climate-sensitive and fit-for-purpose agricultural insurance products.

    • Support the development and validation of prototype insurance products using integrated climate, agricultural, exposure, and historical loss data.

  3. Premium Calculation and Pricing

    • Develop and/or validate premium calculation approaches using relevant agricultural, climate, and historical loss information.

    • Provide technical inputs to improve pricing accuracy and reduce uncertainty in agricultural insurance underwriting.

  4. Loss Modelling

    • Develop, review, and validate agricultural loss models using historical loss, climate, exposure, and agricultural data.

    • Analyse relationships between climate events and agricultural losses to support more accurate risk estimation.

    • Contribute to reducing basis risk through improved risk modelling and product design.

  5. Climate and Agricultural Data Interpretation

    • Interpret meteorological, hydrological, agricultural, and economic data relevant to agricultural insurance.

    • Translate climate indicators and agricultural datasets into actionable insurance-risk insights.

    • Support the integration and interpretation of climate indicators such as rainfall anomalies, vegetation stress, soil moisture and evapotranspiration in insurance applications.

  6. Risk Scoring and Exposure Analysis

    • Provide technical inputs to risk-scoring methodologies for farmers, crops, portfolios, and geographical areas.

    • Support farmer segmentation and exposure modelling to enable differentiated insurance solutions.

    • Contribute to analytical tools that assess risk at farmer, portfolio, and national levels.

  7. Decision-Support Tools

    • Provide insurance-sector requirements and technical inputs for the development of CDP decision-support tools.

    • Support development of tools for insurance product design, pricing, risk assessment and risk-sharing.

    • Review and validate the assumptions, methodologies and outputs of insurance-related analytical models.

  8. Reinsurance and Risk-Sharing

    • Provide technical inputs to evidence-based reinsurance and risk-sharing frameworks.

    • Support analysis of portfolio risks to inform reinsurance arrangements and capital allocation.

    • Contribute to recommendations on layered reinsurance structures, public-private pooling mechanisms and subsidy models.

  9. Pilot Testing and Validation

    • Participate in testing the Climate Data Platform and decision-support tools in the selected pilot districts.

    • Validate whether the platform's outputs are relevant and practical for agricultural insurance applications.

    • Participate in stakeholder validation workshops with insurers, regulators and value-chain actors and incorporate agreed feedback.

  10. Stakeholder Engagement and Knowledge Transfer

    • Work closely with stakeholders, insurers, regulators and other relevant actors to understand agricultural insurance requirements.

    • Support knowledge sharing and capacity building on the interpretation and application of climate and agricultural insurance data.

    • Contribute to training materials and practical guidance for users of the platform.

  11. Technical Reporting and Recommendations

    • Provide technical inputs to inception reports, pilot testing reports, use-case reports and other project deliverables.

    • Document lessons learned and provide recommendations for improving agricultural insurance applications.

    • Contribute to the development of the national scale-up strategy for the Climate Data Platform.
