Job Context:
∎ Name of the Project: Strengthening Emergency Preparedness and building infrastructure for Disaster Vulnerable Communities in Bangladesh (STEP & BuildIn) Project
∎ Project Summary: Strengthening Emergency Preparedness and building infrastructure for Disaster Vulnerable Communities in Bangladesh (STEP & BuildIn) Project is aiming to improve the life and livelihood status of the vulnerable people by focusing on (i) Strengthening knowledge, response and recovery capacity of different stakeholders (ii) Reducing the disaster risk through improving physical structure and providing improve adaptive services to the community and (iii) Reducing the vulnerability of the community people through providing improved and alternative livelihoods.

Job Responsibilities:
∎ Role of this Position: To ensure good governance of the financial and material resources by maintaining appropriate documents, to ensure accountabilities by following the financial policy and guidelines and provide administrative and logistic support to the staff team members in the program areas for effective implementing program activities to achieve project goal and objectives.
∎ Responsibilities of the Position and Duties Performed:
∎ Ensuring proper utilization of financial and material resources of the project, by maintaining appropriate and relevant records of all transactions in a systematic manner and ensure safe custody of these to ensure accountability.
∎ Allocating financial resources on a monthly, quarterly and annual basis on the program schedules developed by the Area Office planning team members.
∎ Assisting Project Manager and the team members in formulating cash flow and out flow budgets.
∎ Monitoring and controlling allocating budgets for implementing the planned programs and related activities.
∎ Preparing and submitting monthly and quarterly financial progress and with linkage with program activities being implemented.
∎ Preparing fund requisition and submission to Head Office for cash flow to the Upazila Office as approved by the respective authority.
∎ Receiving fund from the Head Office and ensuring these are deposited to the Upazila Office Bank Account.
∎ Withdrawing and disbursing funds on the basis of approved budget and implementing guidelines.
∎ Monitoring advances and payments according to the approved budgets.
∎ Preparing cost analysis of the expenses incurred and allocated budget and preparing appropriate explanations for any deviations.
∎ Assisting to run internal and external audit to assess accountability and good governance of financial and material resources allocated and utilized.
∎ Managing project related procurement at Upazila Office level and management of day-to-day expenditure for implementing the field level project activities.
∎ Maintaining regular books of accounts, reconciling accounts, preparing Trial Balance, preparing of vouchers and also coordinating audit processes.
∎ Preparing deed of agreement for office and other contracts and arranging payments of office rent, utility bills and vendors' bills.
∎ Preparing the salary sheet of the project staff and payments of all bills in time as per organizational policy.
∎ Supervision Given: Support Staff
∎ Supervision Received: Project Manager.

Additional Requirements:
∎ Age 35 to 45 years
∎ Position requires at least three years of experience in similar type of position.
∎ Should have capacity in motivational and communication skill at local level.
∎ Working experience on financial management with any development organization, appropriate computer proficiency in Microsoft Word, Excel and Power Point. Ability to operate Accounting Software.
∎ Good interpersonal and team working skills.
∎ Ability to prepare Financial Reports and linking with programs implemented.
∎ Ability to prepare document report in both English and Bangla.
∎ Cultural sensitivity and ability to respect and work well with people from different backgrounds and disciplines.
∎ Excellent computer operation skills including Microsoft Excel, MS word, power point, email and internet browsing.
∎ Willingness to stay and operate project at remote area.
∎ Age Limit: 30-45 Years.
∎ Physical Requirements: Physically and mentally sound with good health, smart, energetic, ability to work in all situation and environment.

Salary: Tk. 30000 - 35000 (Monthly)
