Job Context:
∎ JAAGO Foundation Trust is seeking a highly qualified YLO Development Officer for the BIJOYEE project focused on Positive Youth Development (PYD) in partnership with CARE supported by USAID. The BIYA is a multi-partners project and expected to be a five-year program that aims to empower young people in Bangladesh to achieve their full potential through life skills training and employment opportunities, and to increase civic awareness and resilience to anti-democratic and violent extremist values among youth; strengthen youth participation in community improvements and decision-making processes; and improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities.
∎ This position will be based at the hub office. It will be responsible for implementing programs and initiatives to empower and develop youth leaders and provide training, mentorship, and support to young leaders, enabling them to enhance their leadership skills and capabilities.
∎ She will support to the YLO Development and Advocacy Manager in conducting research, identifying key issues, influencing policies and public opinion, and engaging stakeholders to coordinate messaging and communication efforts. This activity aims to strengthen the capacity of both registered and non-registered Youth-Led Organizations (YLOs) and Youth Serving Organizations (YSOs) through capacity building and training, and workshops on organizational development to improve organization`s performance, effectiveness, impact and growth.
∎ The position will also be responsible for youth leadership skills, providing guidance and assistance, and implementing capacity-building programs. S/he will collaborate and coordinate with the campaign officer at the hub-office work and work with Youth-Led organizations (YLOs), and community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.
∎ S/he will also report the monthly, quarterly, half-yearly and yearly project progress to the line supervisor following the compliance of USAID and CARE to implement the project as per the Details Implementation Plan (DIP). S/he will represent the JAAGO Foundation during high official field visits, project coordination workshops, etc.
∎ S/he will be responsible for all aspects of project implementation as per Details Implementation Plan (DIP) including program quality, evidence generation, and management of direct reports, and will also promote learning and innovation by adapting tools and systems, promoting data-driven, evidence-based actions, and building capacity to work in new ways.
∎ Qualified candidate with experience of USAID and other donor-funded project at national and international organization is encouraged to apply.
∎ The position will be based in Dhaka South/or Chittagong, Bangladesh. The position will require moving to project field locations as per the requirements.
Job Responsibilities:
∎ Support the YLO Development and Advocacy Manager to ensure key policy and advocacy issues are adequately addressed in program implementation, and dialogues with external stakeholders ensure that the advocacy strategy is rolled out.
∎ Execute responsibility for oversight of YLOs and advocacy activities with monitoring technical soundness and reporting.
∎ S/he will be responsible for coordination with the campaign officer at the Hub-field office for smoothly implementing the YLOs and advocacy activities.
∎ To identify the trainers and facilitators for the training sessions for the YLOs and YSOs in each hub.
∎ Responsible for increasing the organizational capacity of YLOs and YSOs and supporting them in becoming more effective in their organizational management and work with particular focus on inclusive youth participation and civic action.
∎ To ensure registered and non-registered YLOs' capacity to be effectively engaged and represent their communities.
∎ Participate at different levels of project management forum including annual prep-workshop, activities designing workshop, and different level actors.
∎ S/he will represent the JAAGO Foundation at different levels of meetings including NGO and GoB in coordination with higher management of the JAAGO Foundation.
∎ Key responsible for coordinating with the MEAL team for selecting YLOs and YSOs during the baseline, end-line survey, mid-term evaluation and final evaluation of the BIYA project,
∎ Ensure that guidance and learning for Youth, and Girl's empowerment program related to YDP's approach is applied to the implementation and design of operational strategies.
∎ Ensure the project leverages all opportunities to contribute to BIYA's broader program goals.
∎ Create an enabling working environment that encourages open and honest communication between all personnel levels based on mutual respect within the spirit of JAAGO's core values.
∎ Ensure that the project deliveries are achieved on time.
∎ Ensure positive youth development approaches are embedded in all activities
∎ Contribute and ensure the donor reporting monthly, bi-monthly, quarterly and yearly as required.
