∎ Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country`s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

∎ The overall purpose of `Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II` project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities` declaration.
∎ The specific objectives of the project are:
∎ 1. To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
∎ 2. To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.
∎ CARE Bangladesh will implement the `Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II` in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.
∎ The WASH Facilitator will work under the guidance of the Project Manager/WASH Officer for the Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II. S/he will be primarily responsible for ensuring that the social analysis tools and techniques are being used by projects consistently. Context specific analysis and action to empower poor men and women is the foundation of CARE Bangladesh`s work.
∎ More specifically, s/he will support to make the communities and whole Union `Open Defecation Free (ODF)` by his/her good community mobilization skills through triggering processes; will also help to build the capacity of the health workers/community volunteers, will establish linkages with the private sector for low cost sanitation options, and will ensure that Participatory Rural Appraisal (PRA) tools are used efficiently and effectively. When needed. The WASH Facilitator will work as assigned by the Project Officer/Program Manager.
Job Responsibilities:
∎ Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five). List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
∎ Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility. The general rule of thumb for percentage of time for management of others is 5% per direct report. Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.
∎ Accelerating in understanding the importance of social, economic and political analysis.

∎ Union selection and mapping through communication with UP.
∎ Community selection.
∎ Entitlement provisioning by the local state.
∎ Conduct social resource mapping.
∎ Identify the hamlet of each ward with its history.
∎ Build a rapport with each community, emphasizing an understanding of and respect for local tradition and culture.
∎ Gain an understanding of the social and economic differences within communities.
Additional Requirements:
∎ Strong analytical skills, particularly in the context of rural society, is highly desirable.
∎ Familiar with various participatory approaches for research and development.
∎ Excellent people skills, presentation and communication skills.
∎ A true team player.
∎ Experience in participatory approaches including participatory planning, monitoring, and evaluation.
∎ Experience in rural development work, specifically in the area of evaluating social impacts as they affect disadvantaged groups, particularly women.
∎ Practical experience in the areas of sanitation/ODF, hygiene, etc.
∎ Experience in qualitative and quantitative research techniques including focus group discussions, semi-structured interviews, kinship (genealogical) charts, resource assessment, and participatory techniques, such as cards.
∎ Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
