Job Context:
∎ Tetra Tech is seeking a Utility Planning and Operations Specialist for the USAID/Bangladesh’s new energy activity, Bangladesh Advancing Development and Growth through Energy (BADGE). The activity will improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The activity will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh’s transformation to a developed, decarbonized, and inclusive energy sector.

Job Responsibilities:
∎ Support on BADGE result area on high performance energy institutions activities on improving the commercial and operational practices and overall performance of generation and distribution utilities.
∎ The Utility Planning and Operations Specialist will report to the Director of EPUM and support activities on increased performance of energy utilities in Bangladesh. The responsibilities of Utility Planning and Operations Specialist include but not be limited to:
∎ Support activities on energy modelling and planning.
∎ Manage tasks and activities related to improved energy sector planning, increased adoption of efficient commercial and operation practices by energy utilities and improved human capital of the energy sector workforce and institutions such as:
∎ Help align sector policies and plans and promote integrated resource planning.
∎ Support strategic planning and decision-making.
∎ Support development of a grid-integration model
∎ Support sector reforms and grid modernization
∎ Support DISCOMs to address system losses and establish a center of excellence.
∎ Develop business models for private sector engagement (PSE) in power T&D.
∎ Improve supply quality and reliability in industrial hubs and zones.
∎ Help establish strategic partnerships between U.S. and Bangladeshi institutions
∎ Help establish a U.S.-based training program for Bangladeshi energy professionals.
∎ Support Director EPUM in the design, development, and implementation of the Work Plan.
∎ Perform other related duties as assigned.

Additional Requirements:
∎ A deep understanding of, and experience working in, energy modelling, planning and Bangladesh’s power sector.
∎ Demonstrated ability to build and maintain positive working relationships with government officials and other essential power sector stakeholders.
∎ Ability to communicate effectively to build consensus and lead various energy sector stakeholders and/or project team members towards a common goal on performance improvement of energy utilities.
∎ Knowledge and/or understanding of energy planning and policies, utilities management, clean energy technologies, and energy markets.
∎ Familiarity with current Bangladesh government regulations and policies on energy sector development and reforms.
∎ Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
