Educational Requirements:
∎ Masters degree in any discipline
∎ Masters' degree (or equivalent) in energy engineering/engineering, energy management, energy planning, energy economics or related fields with 5+ years OR Bachelors' degree (or equivalent) with 7+ years of progressive experience working on energy sector.
∎ Working experience in Bangladesh transmission sector and deep understanding of relevant policies, grid code and regional energy market.
∎ Advanced knowledge of electricity utility business and understanding of concepts and systems related to transmission and distribution in Bangladesh.
∎ Knowledge and understanding of power sector planning, integrated resource planning concepts, standards, guidelines.
∎ A deep understanding of, and/or experience working in, Bangladesh's power sector.
∎ Understanding of grid stability and grid integration of renewable energy.
∎ Demonstrated ability to build and maintain positive working relationships with government officials and other essential power sector stakeholders.
∎ Fluent in English (reading, writing, and oral presentation) and Bangla.

Job Context:
∎ Tetra Tech ES, Inc., a subsidiary of Tetra Tech, Inc., (Nasdaq: TTEK) is dedicated to improving the energy sector of developing economies. Tetra Tech is seeking a Cross Border Energy Specialist for the USAID/Bangladesh`s new energy activity, Bangladesh Advancing Development and Growth through Energy (BADGE). The activity will improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The activity will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh`s transformation to a developed, decarbonized, and inclusive energy sector.

Job Responsibilities:
∎ Support on increased participation in Regional Energy Trade (RET) and improved energy sector planning activities focused on enhancing the policy framework for Cross Border Energy Trade (CBET), negotiating favorable PPAs/trading power on exchanges and integrated resource planning.
∎ The Cross Border Energy Specialist will report to the Director RET, and support activities on improved policy framework for increased CBET and improved technical systems and regulatory regimes for a synchronized regional grid. The responsibilities of Cross Border Energy Specialist include but are not limited to:
∎ Address constraints to CBET and promote regional connectivity.
∎ Assess transmission, SAMAST, IT and system operations requirements for participation in the regional market.
∎ Support to strengthen the enabling regulatory framework for cross border transmission systems.
∎ Assess transmission planning in favor of CBET.
∎ Support to prepare and enable Bangladesh's regulatory authorities, market entities and grid operator to join an integrated wholesale electricity market.
∎ Support assessment and development of transmission and sub-transmission technical solutions and modernization initiatives to improve reliability, operations, and integration of renewable resources.
∎ Perform in power system analyses related to transmission and sub-transmission system expansion, voltage stability, reliability, power quality analysis, and derive technical solutions.
∎ Support technical and economic analyses that incorporate the effect of transmission investments.
∎ Participate in meetings or calls with the clients to support Director of RET.
∎ Perform other related duties as assigned.
