Job Context:
∎ Tetra Tech is seeking a Director of Energy Procurement and Finance for the USAID/Bangladesh’s new energy activity, Bangladesh Advancing Development and Growth through Energy (BADGE). The activity will improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The activity will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh’s transformation to a developed, decarbonized, and inclusive energy sector.

Job Responsibilities:
∎ The Director of EPF will report to the Deputy Chief of Party (DCOP), and lead activities and manage specialists and partners working on best-value procurement and PPP design, improving market structures, governance (accountability) and financial sustainability. The Director will also oversee the integration of Private Sector Engagement (PSE) in all BADGE activities. The position is a full time 5-year fixed-term appointment with benefits and located in Dhaka, Bangladesh.
∎ The responsibilities of Director of EPF include but not be limited to:
∎ Manage activities for result areas on Transparent and Best-value Energy Procurement, PSE and interventions in other result areas related to financing and transactions.
∎ Manage tasks and activities related to energy auctions and procurement such as:
∎ Develop energy auction and procurement rules and guidelines, and model power purchase agreements,
∎ Help design regulatory and legal framework for supporting public-private partnerships, and independent power producers,
∎ Support de-risking projects and attracting commercial lenders, and help private players navigate clean energy project procurement and commissioning procedures,
∎ Support development of energy market and auction bid platforms,
∎ Prepare projects for funding and lead transaction support activities, project marketing and bid process management.
∎ Lead capacity building activities for key energy agencies, commercial lenders and private sector.
∎ Conduct assessments covering financial, economic, regulatory, and policy aspects of clean energy generation and development.
∎ Identify, recommend and implement traditional and innovative financing mechanisms, public-private partnerships, and risk mitigation instruments.
∎ Advise project developers, utilities, government ministries, banks, investors, local communities, and other stakeholders to expedite the financial closure of projects.
∎ Coordinate with other international donors that work in energy sector for leveraging funding for projects.
∎ Manage engagement with stakeholders related to energy procurement, financing and PSE.
∎ Support DCOP in the design, development, and implementation of the Work Plan.
∎ Supervise the development of Terms of References, SOW, Job Descriptions, or any technical work description necessary for hiring subcontractors, consultants or employees.
∎ Support all budgetary exercises necessary for the project.
∎ Participate in meetings or calls with the clients to support DCOP.
∎ Perform other related duties as assigned.

Additional Requirements:
∎ Managerial experience and involvement in the procurement, development and transactions for energy or other infrastructure projects, public-private partnerships, and project financing.
∎ Knowledge and understanding of clean energy procurement, auctions, energy markets, energy policies, and regulatory environment.
∎ Familiarity with current Bangladesh government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
∎ Existing working relations with public and private energy stakeholders in Bangladesh, and developers, banks/financial institutions, and industry organizations.
∎ Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
