Educational Requirements:
∎ Masters degree in any discipline
∎ Masters' degree (or equivalent) in engineering, energy policy, management, planning or related fields with 8+ years OR Bachelors' degree (or equivalent) with 10+ years of progressive experience working on energy sector.
∎ A deep understanding of, and experience working in, energy modelling, planning and Bangladesh's power sector.
∎ Demonstrated ability to build and maintain positive working relationships with government officials and other essential power sector stakeholders.
∎ Ability to communicate effectively to build consensus and lead various energy sector stakeholders and/or project team members towards a common goal on performance improvement of energy utilities.
∎ Knowledge and/or understanding of energy planning and policies, utilities management, clean energy technologies, energy efficiency improvement and energy markets.
∎ Familiarity with current Bangladesh government regulations and policies on energy sector development and reforms.
∎ Existing working relations with public and private energy stakeholders in Bangladesh, developers, and industry organizations.
∎ Fluent in English (reading, writing, and oral presentation) and in Bangla.

Job Context:
∎ Tetra Tech ES, Inc., a subsidiary of Tetra Tech, Inc., (Nasdaq: TTEK) is dedicated to improving the energy sector of developing economies. Tetra Tech is seeking a Director of Energy Policy and Utility Management (EPUM) for the USAID/Bangladesh`s new energy project, Bangladesh Advancing Development and Growth through Energy (BADGE). The project aims to improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The project will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh`s transformation to a developed, decarbonized, and inclusive energy sector.
∎ This position is full-time, located in Dhaka, Bangladesh and hiring is contingent upon USAID approval. Tetra Tech values a diverse workplace and strives to achieve gender equality.

Job Responsibilities:
∎ The Director of EPUM will report to the Deputy Chief of Party (DCOP), and lead activities and manage specialists and partners working with government institutions, including utilities, system operators, regulators, and the private sector, to accelerate the modernization of utilities.
∎ The responsibilities of Director of EPUM include but are not limited to:
∎ Manage activities for the result area on High Performing Energy Institutions and interventions in other result areas related to the modernization of Government of Bangladesh (GoB) energy agencies.
∎ Lead diagnostic study of energy institutions to identify interventions for sector reforms and improving performance.
∎ Manage tasks and activities related to improved energy sector planning:
∎ Align sector policies and plans for improved integrated resource planning,
∎ Support strategic planning and decision making in the power sector,
∎ Strengthen in-house modelling capabilities of energy institutions,
∎ Support development of a grid-integration model to enable faster uptake of clean energy.
∎ Manage tasks and activities related to increased adoption of efficiency commercial and operational practices by energy institutions
∎ Support sector reforms and modernization,
∎ Support distribution companies address system losses and establish centers of excellence,
∎ Develop business models for private sector engagement in power transmission and distribution,
∎ Improve power supply quality and reliability in industrial hubs and economic zones,
∎ Help automate dispatch and power system flexibility,
∎ Support establishment of an independent system operator,
∎ Introduce and implement technologies and processes to increase flexibility and performance such as automatic generation control, etc.
∎ Manage tasks and activities related to improved human capital of energy sector workforce and institutions
∎ Establish partnerships between Bangladeshi and US institutions,
∎ Establish US based training program for Bangladeshi energy professionals,
∎ Support institutions to co-develop programs of study and training.
∎ Coordinate with other international donors that work in energy sector for leveraging funding for projects.
∎ Support DCOP in the design, development, and implementation of the Work Plan.
∎ Supervise the development of Terms of References, SOW, Job Descriptions, or any technical work description necessary for hiring subcontractors, consultants, or employees.
∎ Support all budgetary exercises necessary for the project.
∎ Participate in meetings or calls with the clients to support DCOP.
∎ Perform other related duties as assigned.
