Job Context:
∎ The Asia Foundation (TAF) seeks an experienced Deputy Chief of Party (DCOP) for an anticipated Advancing Open Governance and Accountability (AOGA) Activity funded by the U.S. Agency for International Development (USAID). The program will focus on reducing corruption by increasing transparency in public resource management and strengthening oversight of watchdog institutions and civil society organizations. AOGA is expected to be a five-year project with a budget of $10 - $25 million.
∎ The successful candidate will be full-time and based in Dhaka and will support the Chief of Party (COP) in providing overall vision, leadership, and guidance for the program, including serving as Acting COP during the COP`s absence. The position is open to qualified Bangladeshi nationals and is contingent upon donor approval and funding.
∎ Technically, the candidate should have good knowledge of open governance, accountability, counter corruption, local governance, social accountability, and civil society.
Job Responsibilities:
∎ Provide technical leadership for activities under the project, including conceptualizing, designing, implementing and monitoring innovative, cutting-edge programming and technical leadership activities;
∎ Ensure both internal management and external coordination for successful project outcomes;
∎ Serve as the Chief of Party during COP absence;
∎ Supervise a team of professionals and experts in inclusion, monitoring and evaluation, and grants management.
∎ Support transfer of skills and knowledge to local staff and local organizations.
Additional Requirements:
∎ A minimum of five years of experience as a Deputy Chief of Party or Project Manager on a project of similar size and scope (USAID experience preferred);
∎ Demonstrated leadership/managerial, technical, and administrative skills in program management, including managing budgets and personnel, motivating and supervising team efforts;
∎ Technical expertise in several of the following areas: open governance, accountability, counter corruption, local governance, social accountability, and/or civil society strengthening.
∎ Solid understanding of the value systems, traditions, and social norms and practices in South Asia, particularly in Bangladesh, strongly preferred; and
∎ Excellent oral and written communication skills in English.
∎ Excellent oral and written communication skills in Bangla a strong plus.
