∎ For the team of our "Liveable and Inclusive Cities for All, LICA", we seek applications from suitable candidates for the position of "Urban and Regional Development Advisor".

∎ Project Background:
∎ The project "Liveable and Inclusive Cities for All, LICA" promotes improved quality of life through inclusive and climate-sensitive environmental management in 4 partner cities and 6 multiplier cities. The focus is on solid waste, open water bodies and public open space management. Practical solutions and new approaches are tested in area-based "urban labs". At the national level, policy dialogue and knowledge transfer are promoted.
Job Responsibilities:
∎ Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ Advise supervisor on all task when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ Make decisions which have a short-term effect within a limited project area/ unit
∎ Assist supervisor to identify day to day problem and suggest appropriate solution
∎ Tasks:
∎ Core scope of tasks:
∎ The position holder:
∎ takes care of the output-1 of the project that aims at making application-oriented knowledge in the field of inclusive and climate-sensitive urban environmental management accessible to cities
∎ coordinates the designing and implementation of three national dialogue events on inclusive and climate-sensitive urban environmental management with key stakeholders from the national and the local levels and supports inter-institutional exchange
∎ provides technical advice on the evaluation of local practice-oriented approaches and management models from four cities
∎ provides technical advice on the development and effective dissemination of a set of guidelines for urban environmental management based on the approaches and models mentioned above
∎ supports and steers the cooperation with short-term consultants and experts of the academic sector and civil society with regard to their activities aiming at designing and operationalising cooperation platforms for urban environmental management as well as at developing and implementing public environmental education concepts in Khulna, Rajshahi, Satkhira and Sirajganj
∎ provides technical advice and contributes to the capacity building of LGED for the development of further training content and methodology, including the formulation of training modules (in close cooperation with a consultancy firm)
∎ coordinates with the relevant bodies of the government of Bangladesh including the projects' partner Local Government Engineering Department (LGED) to facilitate the project implementation in a coherent and cooperative manner, including support to the partner throughout the project approval process (in close cooperation with the AV)
∎ supports the coordination with Khulna and Rajshahi City Corporation as well as Satkhira and Sirajganj Municipality and six further cities (in close cooperation with the Technical Advisors in two of the cities)
∎ formulates job descriptions and terms of reference, selects and supervises third parties (consultants and consultancy firms) in the course of carrying out project/programme activities, including performance evaluation
∎ coordinates and collaborates with other projects of GIZ in Bangladesh and further German technical and financial cooperation bodies i.e., BGR and KfW to find and realize synergies
∎ contributes to develop and implement the strategy for implementing capacity works as the management model for the project
∎ contributes to knowledge products and develops documents such as concept notes, position papers etc. as required
∎ reviews and makes proposals for revising the impact model of the project in cooperation with the other members of the project team, if necessary
∎ contributes timely and with meaningful inputs to the regular monitoring and reporting of LICA to LGED and BMZ
∎ coordinates with the other team members of the project whose working focus lies on aspects different from this position
∎ makes sure to get the consent of the AV before taking any strategically relevant initiative to ensure the consistency of the project advisory approach
∎ Other duties/additional tasks:
∎ Further specific tasks may be discussed and agreed with the supervisor
∎ Gathers updated information and advises regarding relevant national strategies and policies on urban development and environmental management on a regular basis
∎ Participates in working groups on cluster lever and on country level
Additional Requirements:
∎ At least 5 years of related professional experience, including 3 years of professional experience with national/international development organizations, professional consultancy agencies, Local Government Institutions (LGIs) and/or other bodies of the (GoB)
∎ Proven knowledge and expertise in at least two of the following technical areas: (i) sustainable urban development, (ii) environmental management, (iii) solid waste management and circular economy, (iv) capacity development, (v) public administration, (vi) digitalisation
∎ Familiarity with relevant national strategies and policies on urban development and environmental management
∎ Competence in designing inclusive processes, incl. youth and women engagement
∎ Experience in the fields of policy advice and project management
∎ Experience in cooperating with senior government officials
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and organize own area of responsibility
∎ Excellent interpersonal and communication skills
∎ Excellent presentations skills
∎ Fluency in English and good writing skills in both English and Bangla
∎ Knowledge of German is an asset
∎ Familiarity with development cooperation, bilateral or multilateral organizations
∎ Ability to work in an intercultural environment be a strong team player
