Education:
    • Bachelor of Science (BSc) in Civil Engineering
    • Diploma in Engineering in Civil Engineering
  • Bachelor’s degree/ Diploma in Civil Engineering with a minimum of 5 years of relevant professional experience. Membership/affiliation with the Institute of Diploma Engineers, Bangladesh (IDEB)/Institution of Engineers, Bangladesh (IEB) will be considered an added advantage.

  • Experience working in shelter and or DRR program in similar program setting is an added advantage.

  • Experience in maintaining stakeholder relations with local government, administration and civil society actors.

  • Received training on Shelter Construction, Plinth Raising, Cash Based Programming, Emergency Market Assessment, Humanitarian Accountability Partnership, SPHERE etc.

  • Experience in plinth raising, housing and settlement works.

  • Computer skills in computer software e. g MS Office, internet and AutoCAD.

  • Good communication and report-writing skills in English and Bangla.

  • Proficiency in both Bengali and English.

Responsibilities & Context:

Position Title: Upazila Project Officer – Community Infrastructure and Renewable Energy Solutions under Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)

Duration: Initially 1 year from the date of joining with a high possibility of extension based on fund availability & performance.

  • The UK Foreign, Commonwealth and Development Office (FCDO) has selected CARE Bangladesh as led consortium to implement the project titled 'Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB) in two Ecologically Critical Areas (ECAs) – the Sundarbans and Hakaluki Haor. The other consortium members are CNRS, Cordaid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action. It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO's flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB's policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK's commitment to International Climate Finance (ICF).
  • Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO's NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions. It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor ECA. To achieve FCDO's NABAPALLAB goal, CARE and its partners will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED), Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.
  • The position holders will be based in any Upazila Field Office under Kulaura, Moulvibazar Regional Office directly reporting to the Regional Manager - Community Infrastructure and Renewable Energy Solutions, is overall responsible for facilitating implementation of the design of FCDO’s NABAPALLAB’s climate resilient homes, community infrastructures and environment friendly energy solutions for homes and farms through execution and facilitation of CARE’s activities in the respective ECA.
  • The principal purpose of the Senior Upazila Project Officer is to ensure technical designing, support, implementation and monitoring of individual and community shelter, strengthening Community Infrastructure and Renewable Energy Solutions to support livelihood. However, s/he is also responsible to support the implementation of Nature positive livelihoods practices and Locally-led Adaptation (LLA) solutions by fostering community-driven best practices. S/he will be responsible for the overall implementation of DIP activity and reporting for his technical and thematic working area as well as supporting MEL team for periodic reporting. S/he will closely work with the Senior Upazilla Project Officers, Mongla and Rampal upazila, and support the Community Mobilization Facilitators in the implementation process.

II. Responsibilities and Tasks: - % of Time

Responsibility # 1: Technical design and Capacity strengthening - 25%

  • Prepare drawing design and BoQ of infrastructures and RE in a cost effective/optimistic way.
  • Develop operations manual/ standard operating procedures (SOP) to carry out the planned interventions, in close collaboration with technical focal of consortium partners, local Govt. officials, private sector and nature-dependent vulnerable people.
  • Develop SOP/Operations manuals for entrepreneurship development to develop a local ecosystem for availability of products, input and service of the promoted solutions from the project.
  • Conduct capacity assessment and arrange capacity building initiatives accordingly.
  • Develop Renewable Energy solution designs, such as solar irrigation model, biodigester, solar aerator etc. and implementation at both household and community level to support climate positive livelihood.
  • Apart from consortium staff, work with local Govt. and private sector to enhance the capacity of the local government bodies and market actors to deliver and sustain the efforts of the NABAPALLAB Project.
  • Extend technical support (design, drawing, BoQs) to the projects under Humanitarian and Resilient Futures Program as assigned by RM-CI & RES.

Responsibility # 2: Planning and Implementation of Infrastructure, Shelter and Livelihood focused RE Solution - 50%

  • Ensure implementation of relevant activities in a team approach with concerned time and quality.
  • Support the project team in arranging project start-up/inception meetings at district, Upazila and union level, and monthly and quarterly review meetings with the partners and Govt. and private sector stakeholders.
  • Ensure all procurement and storage, as per SOP and work plan, with maximum cost effectiveness and timeliness in coordination with supervisor, regional operations team and Procurement Department.
  • Propose modification of technical, work plan and budget based on changed scenarios needed to achieve the outcomes and goal of the project.
  • Ensure day-to-day programmatic activities and ensure proper utilization of the project budget allocated in her/his region in coordination with consortium partner organizations and CARE’s frontline and Finance team.
  • Ensure correct charging of costs within the donor-approved budget.
  • Work with supervisors, MEAL and Finance Teams in work plan and budget modifications or actions required to adjust under/ over utilization of budget through regular/monthly review, and act accordingly in terms of interventions.

Responsibility # 3: Documentation and Reporting - 15%

  • Comply and support in establishing and implementing an efficient Feedback and Accountability Mechanism (FAM) and data inputs in monitoring tools related to planned interventions in CARE as well as across the consortium.
  • Support Regional Manager - Community Infrastructure and Renewable Energy Solutions in periodical analysis and review of the outcomes and impact and developing high-quality communication and advocacy materials with evidence-based best practices and knowledge materials, e.g. policy (advocacy) briefs, position papers.
  • Establish process monitoring in collaboration with the MEL team, prepare monitoring templates and documents, assess environmental concerns, suggest prevention/mitigation measures and implement in the field.
  • Document and prepare periodic reports related to planned interventions (e.g. weekly, monthly, bi-monthly, semi-annual, annual), in coordination with the Regional Program Coordinator as per donor’s prescribed template/requirement and approved activity.

Responsibility # 4: Coordination and Representation - 5%

  • Coordinate with peers -Sr. Officer- Livelihood and Agriculture, Sr. Officer- LLA and CIS, Upazila Project Officers, Sr. Upazila Project Officers and Sr. MEAL & Documentation Officers, and guide the project team in accomplishing their activities, performance appraisal, improvement, and career development
  • Communicating and coordinating with partner organizations program/technical focal persons(s) to as appropriate
  • Internal coordination with CARE’s regional, field and team offices’ officials to provide technical support for the project team to be based in different partners offices at Khulna, Bagerhat and Satkhira in the Sundarbans ECA and at Moulvibazar and Sylhet in Hakaluki haor ECA
  • Represent (if needed) CARE Bangladesh at different forums/ platforms, workshops, seminars and discussion sessions

OTHER RESPONSIBILITIES AS ASSIGNED - 5%
