Experience:

Minimum 8 years of practical experience in the NGO development sector; at least 5 years in a similar position in coastal areas.
At least 5 years of experience in climate change, disaster management, and household-level income-generating initiatives (livestock, poultry, aquaculture, fisheries, agriculture).
Master’s degree in Agriculture, Fisheries, Aquaculture, Environmental Science, Climate Change, Development Studies, Disaster Management, or a related field.
Age limit: 45 years (relaxation possible for candidates with extensive relevant experience).
Proficient in MS Office (Word, Excel, PowerPoint, Google Sheets) for data management.
Strong communication skills in English, including report writing.
Valid Motor driving license is mandatory.
Experience in budget tracking, staff monitoring, work plan execution, and documentation (both hard and soft copy).

Strong understanding of financial bill and voucher preparation, VAT and tax calculations, and supplier management at the upazila level.

About JJS: Jagrata Juba Shangha (JJS), having 40 years of experience working as a rights-based environmental and social development organization actively dealing with pro-poor issues, supporting individuals with special needs, and disaster-vulnerable people in the South West coastal region of Bangladesh. JJS has been working diligently to improve the lives of vulnerable people in coastal communities through its interventions on (i) Governance and Human Rights, (ii) Urban Poverty and Resilience (iii) Environment and Food Sovereignty (iv) Climate Change and Disaster Management and (v) Child Protection and Youth Engagement.
Job Context:
Jagrata Juba Shanga (JJS) in partnership with Concern Worldwide is implementing a project namely “Enhancing Resilience of Coastal Communities ERCC-II and Improving Income of Extreme Poor Households in Khulna District of Bangladesh” with the Financial support of KOICA. The duration of the project is 29 February 2024 to 31 December 2026. This project aims to work with communities in climate change and disaster-prone areas with the ultimate goal of contribute to the reduction of poverty and empowerment of people living in extreme poverty in coastal region (Khulna District) by enhancing the resilience of households living in poverty and extreme poverty and communities exposed to the risks of climate change in the coastal regions of Bangladesh. The project is working to enhance the livelihood resilience capacity of the people living in poverty, who are vulnerable to climate change and natural disaster through introducing climate-smart agriculture practices, improving access to safe drinking water, and providing support to DRR and CCA.
The overall objective of the project will be achieved through sets of interventions as outlined below under each of the outcomes of the programme logic.
• Women Farmers living in extreme poverty increase their income through enhanced climate-smart farming capacity: Women farmers will have better knowledge and skills on climate-smart agriculture, livestock and aquaculture farming. They will have better market competitiveness through cooperative action and have better access to finance.
• Household living in extreme poverty enhance their basic living conditions: Households living in extreme poverty meet the basic needs of living and have better access to drinking and farming water.
• Strengthening the community climate change adaptation and preparedness system: Community enhance preparedness to natural disaster and Local government enhance resilience capacity to climate change.
JJS intends to hire a competent “Upazila Coordinator” for Enhancing Resilience of Coastal Communities (ERCC-II) for Koyra Upazila to implement the program properly. The Upazila Coordinator played a role under the supervision of Project Coordinator of this Project.
Job Responsibilities:
• Lead the Upazila project team in effectively managing project activities, Supervising and monitoring interventions, analyzing progress, and preparing plans to address gaps at the Upazilla level.
• Organize and facilitate different levels of local training related to agriculture, livestock, and WASH support, and establish links with government line departments, private sector actors, and local service providers to ensure the availability of services, technology, and resources in the local market.
• Bring effective coordination with field staff in developing a community business model, and community-based water management.
• Engage proactively in staff meetings, communicate and liaise with higher authorities, government sectors, NGOs, and other stakeholders, and participate in various project-related gatherings, including donor visits, consultant engagements for baseline surveys, evaluations, and audits.
• Preparation of Bill Vouchers, updating the online tracking sheet to cover regular project sessions, utilizing digital data collection systems like KOBO, ensuring program implementation quality, and sharing field updates as required by the project.
• Prepare monthly narrative reports and event report as per the project`s design, document best practices, lessons learned, and successful interventions, and submit them to the focal person.
• Overall responsible for successful implementation of the project through team approaches.
• Prepare relevant sectorial activities Concept Notes (CN), Terms of Reference (ToR), Standard Operating Procedures (SOPs), and Memorandums of Understanding (MOUs) and event requisition with required documents.
• Online based timesheet follow up, Logistics maintenance and ensure regular documentation at stakeholder and office level.
• Support and prepare various types of reports like event reports, monthly reports, quarterly reports, final report, and provide assistance to the MEAL team in preparing real-time monitoring reports, baselines, end lines, and quarterly project progress reviews.
• Support the M&E team in producing knowledge and learning and also Research team in beneficiary selection, conducting baseline, mid-line, and end-line surveys and evaluations, scoping study, and process and periodic monitoring assessments tools and checklists from the regenerative agriculture point of view.
• Conduct seminar/workshop/capacity building training as per sector wise plan.
• Ensure all documentation for program and finance, ensuring compliance with JJS and donor requirements.
• Be responsible for delivering any support/requirements requested by JJS and the donor
