Job Context:
∎ Tetra Tech is seeking a Transmission Specialist for the USAID/Bangladesh’s new energy activity, Bangladesh Advancing Development and Growth through Energy (BADGE). The activity will improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The activity will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh’s transformation to a developed, decarbonized, and inclusive energy sector.

Job Responsibilities:
∎ Support on increased participation in regional energy trade (RET) and improved energy sector planning activities focused on enhancing the policy framework for cross-border energy trade (CBET), negotiating favorable PPAs/trading power on exchanges and integrated resource planning.
∎ The Transmission Specialist will report to the Director RET, and support activities on improved policy framework for increased Cross Boarder Energy Trade (CBET) and improved technical systems and regulatory regimes for a synchronized regional grid. The responsibilities of Transmission Specialist include but not be limited to:
∎ Address constraints to CBET and promote regional connectivity.
∎ Assess transmission, Scheduling, Accounting, Metering, and Settlement of Transactions (SAMAST), IT and system operations requirements for participation in the regional market.
∎ Support to strengthen the enabling regulatory framework for cross border transmission systems.
∎ Engage market participants in cross border transmission planning.
∎ Support assessment and development of transmission and sub-transmission technical solutions and modernization initiatives to improve reliability, operations, and integration of renewable resources.
∎ Perform other related duties as assigned.

Additional Requirements:
∎ Knowledge of electricity utility business and understanding of concepts and systems related to transmission and distribution in Bangladesh.
∎ Knowledge and understanding of power sector planning, integrated resource planning concepts, standards, guidelines.
∎ A deep understanding of, and/or experience working in, Bangladesh’s power sector.
∎ Demonstrated ability to build and maintain positive working relationships with government officials and other essential power sector stakeholders.
∎ Familiarity with current Bangladesh government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems.
∎ Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
