China Harbour Engineering Company Ltd. (Bangladesh Branch) is seeking a highly experienced Civil Engineer for the role of Tender Engineer-Cost & Commercial.

Job Responsibilities:

Ø Reviewing and analyzing technical specifications, drawings, and employer requirements to determine material quantities and project scope;

Ø Preparing Quantity Take-Offs (QTO) and verifying material quantities from engineering drawings for accurate cost estimation;

Ø Preparing and reviewing Bills of Quantities (BOQ) in accordance with project drawings and specifications;

Ø Monitoring and analyzing construction market prices, material cost trends, and rate fluctuations through market research and industry benchmarking to ensure accurate cost estimation;

Ø Identifying, evaluating and developing reliable vendors, suppliers and subcontractors by conducting market surveys and site visits, as required, to expand the supplier network, verify capabilities and establish long-term professional relationships that support competitive tendering;

Ø Preparing and issuing Requests for Quotations (RFQs) based on project requisitions and specifications;

Ø Performing detailed cost estimation and budget preparation, ensuring alignment with project scope and financial objectives;

Ø Collecting quotations from multiple vendors, subcontractors, and suppliers and preparing Comparative Statements (CS) for cost analysis and decision-making;

 

Ø Supporting tender preparation and submission by ensuring accurate cost data, complete documentation, timely submissions and strategic input for competitive bidding.

Essential Requirements:

Ø Bachelor’s degree in Civil Engineering from a reputed university.

Ø Minimum 5–8 years of relevant professional experience in tendering, cost estimation or commercial functions within reputed local or multinational construction, EPC, or infrastructure companies.

Ø Proven experience in Quantity Take-Off (QTO), Bill of Quantities (BOQ) preparation, cost estimation and procurement support including sourcing vendors, obtaining quotations and preparing Comparative Statements (CS).

Ø Demonstrated involvement in the tendering, estimation or commercial management of at least three (3) large-scale infrastructure projects, such as roads, bridges, airports, terminals, ports, water treatment plants or other major civil engineering projects.

Ø Strong professional network with reputable suppliers, manufacturers, vendors and subcontractors within the construction industry.

Ø Proficiency in Microsoft Office Suites and excellent negotiation skills.
