Job Context:

∎ Reporting To: Senior Manager - ECD
∎ Department: Education
∎ Expected Start Date: At Earliest
∎ Contract length: December 31, 2020 (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Map existing service platforms within the Rohingya refugee response and host communities that would provide opportunities for the integration of ECD programming
∎ Conduct participatory action research with children, caregivers and service providers to inform strategies for prototyping and piloting health integrated ECD intervention for Rohingya and host community with GAM (Gender with Age Marker)
∎ Develop and finalize integrated ECD curriculum; through field test and consultation with experts; relevant internal and external bodies
∎ Contextualize/develop learning and supplementary materials
∎ Lead training module; counselor handbook; program implementation guideline(PIG) formulation and validation
∎ Plan and execute on-going professional development for frontline staffs (i.e. training; coaching; mentoring)
∎ Quality checking and feedback mechanism for program efficiency
∎ Provide technical support for the development of proposal materials including the narrative, work plan, advocacy plan, research plan and budget
∎ Develop technical trainings and assist in the onboarding process for relevant staff
∎ Strengthening relationships with partners engaged in programming relevant to ECD
∎ Participate in relevant partnership meetings
∎ Actively participate in external coordination forums; participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision-making
∎ Identify key priorities, opportunities and challenges for program monitoring and evaluation data collection and analysis based on the country context realities that will inform the development of a global M&E system, to be led by an M&E specialist

Additional Requirements:
∎ At least 5 years of working experience with ECD program; in the similar position with national/international NGO
∎ Experience in managing and/or technically supporting early childhood development, education or child protection programs
∎ Working experience in EiE/Health Integrated ECD program will be a plus
∎ Excellent facilitation skills with documented experience of capacity development of staff and partners
∎ Prior experience and excellent understanding of working in emergency settings or insecure environments
∎ Strong written and oral communication skills, appropriate in a multi-cultural environment and effective in representation and coordination with external actors
∎ Promotes teamwork, appropriate in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace
∎ Able to respond rapidly to changing environments and multitask
∎ Excellent Computer skills: MS Word, MS Excel
∎ Strong written and verbal communication skills in English
∎ Fluency in Rohingya language will be a plus
