Job Context:
∎ GIZ Bangladesh is currently seeking applications for its Rule of Law programme for the position "Technical Advisor - Research and Policy Reform".
∎ Band: 4T
∎ Contract Duration: For 1 year
∎ Job Location: Dhaka (field visit expected)

Job Responsibilities:
∎ The position holder is responsible for:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ In this context, the position holder fulfils the following tasks:
∎ Tasks (Specific for Job Role):
∎ 1. Research and Technical Support
∎ Support management and other teams to formulate evidence-based advocacy strategies based on Justice Audit and other sources
∎ Conduct content analysis of relevant laws and policy frameworks and deliver analysis and explanation to the respective project team, when and where necessary
∎ Conduct inhouse/research and study for necessary policy reform and programme intervention
∎ Assist and coordinate with national and international consultants, build bridge with research firms/academics to explore intervention areas for justice reform
∎ 2. Management, Coordination and Implementation
∎ Provide necessary support in maintaining strong liaison and coordination with government agencies and stakeholders
∎ Provide technical support in designing, organizing and facilitating various events like workshops, meetings, seminars, conferences etc at both national and district levels
∎ Assist in developing relevant strategies and work plan to meet the objectives of the programme
∎ Represent the project in various meetings, workshops and seminars with other stakeholders for effective dialogue and advocacy as required
∎ Visit project districts and provide inputs and support to the field level staff members in conducting research, collecting and analysing data
∎ Coordinate with justice institutions and relevant district level public institutions to support the process on better case management
∎ 3. Reporting, Documentation and Knowledge Management
∎ Prepare presentations, concept notes, write ups and articles related to the justice system in Bangladesh
∎ Draft documents for the project steering committee meeting, project advisory committee meeting etc.
∎ Compile programme learning and take initiatives for appropriate dissemination
∎ Document project results and prepare reports for the programme
∎ 4. Other duties/additional tasks
∎ Contribute in project related activities and any other tasks as required
∎ Participate in working groups on country level as required
∎ Undertake further job-related training to his/her position and duties, if required
∎ Any other duties assigned by supervisor

Additional Requirements:
∎ Minimum 5 years' of relevant experience
∎ Experience in legal research and advocacy
∎ Working experience in bi-lateral technical organizations and working with Government agencies will be an added advantage
∎ Knowledge and understanding of the criminal justice sector, especially the local justice system (e.g. village court, arbitration, mediation, community based legal service etc.)
∎ Experience in reporting and documentation both in Bengali and English
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and work constructively as a strong team player
∎ Good interpersonal and communication skills (including writing skills)
∎ Fluency in English and good writing skills in English
∎ Ability to work in an intercultural environment
∎ Publication in either academic journal/newspaper will be considered as an added value
∎ Knowledge of research software like SPSS will be an added advantage
∎ Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
∎ Proven ability in self-organization, to work under pressure and deliver on time
∎ Proven commitment to gender equality and disability
