Job Responsibilities:
∎ A. Responsibilities:
∎ The position holder is responsible for:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ In this context, the position holder fulfils the following tasks:
∎ B. Tasks (Main Job Role)
∎ The position holder
∎ takes care of the output-3 of the ACCNLDP-2 project that aims at strengthening the capacities for the consideration of climate change risks in Bangladesh Planning Commission's (PC) planning and appraisal processes
∎ provides policy advice in the field of capacity development
∎ coordinates in designing and organizing the human capacity development measures such as trainings and workshops for officers of the PC, other government officials related to the planning process of the country and other project's stakeholders
∎ assesses and evaluates the demand for capacity development within selected divisions of the PC
∎ coordinates with relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to build up and maintain good working relationships
∎ develops ready-to-use strategies, technical concepts, including guidelines, manuals and procedures, and compile information on relevant topics and knowledge transfer
∎ reviews and if necessary revises the capacity development strategy of the project following a participatory approach to make sure that all the team members of the project get the opportunity to contribute
∎ designs, develops and conducts capacity development needs assessment for the officials of the selected divisions of PC ensuring the effectiveness of the assessment results
∎ reviews the results of the previous capacity development needs assessments, if there are any to acquire the background information while designing new capacity development needs assessment modality
∎ searches for training programs both in the country and abroad offered by training institutes/universities and suggests for the suitable ones
∎ communicates with the training institutes/universities to acquire necessary information needed to choose a training
∎ coordinates to ensure smooth participation of the nominated officials from Bangladesh Government to the selected training program both in the country and abroad
∎ develops and maintains a training calendar for the project and the partners
∎ coordinates with the other team members of the project to recognise training needs and develop training plans specific to particular tools and instruments developed or improved under the current or previous project phase
∎ works closely with the development advisor who will be deployed to the National Development Administration Academy to support the institution in organizational development to assist it in the elaboration and application of people-centred and interactive learning and teaching approaches
∎ acts as the public relation focal person of the project
∎ contributes to develop and implement the strategy for implementing capacity works as the management model for the project
∎ communicates with government partner in a coherent manner as discussed and agreed among the team members of the project
∎ contributes timely and with meaningful inputs to the regular reporting of ACCNLDP-2 to PC and BMZ
∎ coordinates with the other team members of the project whose working focus lies on aspects different from this position
∎ formulates job descriptions and terms of reference, select and supervise third parties in the course of carrying out project/programme activities, including performance evaluation
∎ makes sure to get the consent of the AV before taking any strategically relevant initiative. This is to ensure the consistency of the project advisory approach
∎ C. Other Tasks (Specific Job Role):
∎ Further specific tasks may be discussed and agreed with the AV;
∎ Gathers updated information on climate change adaptation on a regular basis;
∎ Participate in working groups on cluster lever and on the country level.
Additional Requirements:
∎ Professional experience:
∎ 5 years of relevant occupational experience;
∎ Ability in dealing with senior government officials will be preferred;
∎ Priority will be given to applicants having working experience in GIZ especially under the adaptation to climate change in urban area.
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure;
∎ Excellent skill presentations;
∎ Excellent interpersonal and communication skills;
∎ Fluency in English is important;
∎ Familiarity with development cooperation;
∎ Ability to work in an intercultural environment.
