Job Context:
∎ For the team of our Energy Efficiency and Grid Integration of Renewable Energy (EEGIRE), we seek applications for the position of "Technical Advisor".
∎ Contract Duration till: December 31, 2020

∎ Scope of Work:
∎ The project Energy Efficiency and Grid Integration of Renewable Energy (EEGIRE), implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), has as overall objective that the framework conditions in the energy sector, for grid integration of solar energy and for the improvement of efficiency in the electrical grid, are improved and utilised by the relevant actors. To achieve the objective with its implementing partners, who are led by the Power Division (Ministry of Power, Energy and Mineral Resources; MPEMR), the project is pursuing a multi-stakeholder approach at several levels. It is structured in three components that reflect three levels of intervention:
∎ Component A cooperates with national partners, namely the Sustainable and Renewable Energy Development Authority (SREDA), to create the general conditions needed to integrate solar energy into the grid at macro level. It will focus on developing political and economic instruments and promoting the dialogue between public and private stakeholders.
∎ Component B supports Power Grid Company of Bangladesh (PGCB) by strengthening their technical capabilities as transmission grid operator to integrate solar power into the grid. The core elements here are building capacity for computer-based simulation models and developing scenarios for integrating solar power.
∎ Component C aims to improve the prerequisites for making the distribution grid more efficient in a pilot region with the West Zone Power Distribution Company Ltd (WZPDCL). This work will focus on using smart grid technologies and improving efficiency monitoring.
∎ Energising Development (EnDev) is an energy access partnership currently financed by six donor countries: the Netherlands, Germany, Norway, United Kingdom, Switzerland and Sweden. EnDev promotes sustainable access to modern energy services that meet the needs of the poor - long lasting, affordable, and appreciated by users. EnDev works in 25 countries in Africa, Asia and Latin America.
∎ In Bangladesh, EnDev supports the distribution of improved cookstoves (ICS) and is working with a range of partner organisations and SMEs who produce and sell ICS to households. EnDev supports training for trainers of stove builders and sales/marketing staff, provides support for the marketing of ICS, and introduces quality assurance and monitoring mechanisms. Other activities include piloting acitivities on production and marketing of biomass briquettes, as well as future activity fields such as e-cooking.Furthermore, EnDev Bangladesh supports the development and deployment of smart, peer to peer prosumer minigrids in off-grid areas of Bangladesh, using existing solar home systems as assets but enabling households and SMEs to turn into prosumers, and maximise the value of their energy production, including for productive use purposes.
∎ The position is based in Dhaka at GIZ EEGIRE/EnDev Office. The position will be split between the two projects (70% EEGIRE, 30% EnDev). It requires occasional field visits to different areas of Bangladesh where interventions are implemented by GIZ and its partner organizations.
Job Responsibilities:
∎ The position holder will be responsible in technical assistance, stakeholder coordination and managing results-based monitoring for EEGIRE and EnDev (in Bangladesh). The position holder is responsible for the below tasks:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning and steering
∎ independently meet the projects monitoring and reporting requirements
∎ independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ In this context, the position holder fulfils the following tasks:
∎ Tasks:
∎ EEGIRE:
∎ Provide technical input and support Officer responsible for the Commission of EEGIRE (in planning, design and implementation of interventions of EEGIRE) according to project goals and in line with Bangladesh Government's vision of sustainable energy development
∎ Assist officer responsible for the commission in tracking work plan/operational plan, deliverables and budgeting.
∎ Ensure technical quality assurance of the activities, milestones, and expected results of the contracted experts, counterparts and further relevant stakeholder.
∎ Support in ensuring quality assurance of the services provided by the external implementing partners as per the agreed Terms of Reference (ToR);
∎ Design and implement Capacity Development activities for key partners and stakeholders from Government, Private Sector and Civil Society;
∎ Provide technical advisory support for smooth implementation of national solar roof top net metering programme;
∎ Develop ToR and manage contracts including procurement and consulting contracts in coordination with EEGIRE Contract Unit and GIZ Contracts Department;
∎ Conceptualize, prepare and organize workshops, seminars, and other events related to the programme's field of activities and submit reports on the event;
∎ Identify and coordination to receive necessary feedback from counterparts and stakeholders for acceptance/improvements of deliverables of contracted experts, etc.)
∎ Identify relevant stakeholders at national, regional and field level and support officer responsible in strategic planning.
∎ Identify and organize Capacity Building Measures in Grid Integration of Variable Renewable Energy (VRE) and Energy Efficiency
∎ Coordinate with responsible Government Ministries/ agencies, Utilities, Donors and Development Partners involved in the area of activities of EEGIRE Policy advocacy and support responsible institutions in developing appropriate energy policy/ directives for the cost-efficient increase of VRE
∎ Support GIZ colleagues in the portfolio development of GIZ Bangladesh in the Energy sector (e.g. assessment of future modules)
∎ M&E and Knowledge Management (EEGIRE & EnDev):
∎ Develop, implement and keep updated M&E Framework for the project, its external service providers and its partners in line with targeted results and indicators (Results-Based Monitoring).
∎ Ensure alignment of M&E Framework with global programme orientation and templates (EnDev).
∎ Develop a detailed M&E plan, verification & evaluation plans, detailed protocols, procedures, for data collection and analysis
∎ Systematic review and update the project indicators and monitoring mechanism of the project for adopting new ideas, definition and updated development based on stakeholder feedback, including field experiences
∎ Develop ToR, supervise implementation and assure reporting quality for all external experts / consultants involved in monitoring, evaluation, verification and reporting
∎ Develop key questions, methods and tools for contracted experts, stakeholders and ensure its practice at Programme and stakeholder level and adequate analysis for quality Programme planning and implementation
∎ Review data collected from monitoring tools, as well as routine review of activities and support community level data through collection of monthly performance reports from implementation partners.
∎ Input quality assured data into the OCS database system (EnDev) and assist central data interpretation and reporting (EnDev)
∎ Coordinate and improve the informational exchange between GIZ staff, contracted experts, implementation partners and further stakeholders to ensure right information flows to reach appropriate audiences.
∎ ensure all knowledge products are updated, readily available and in right order
∎ Co-moderate and document workshop outputs, meeting decisions, drafts and contributes to training materials, manuals guides, presentations and other written documents.
∎ Develop and implement knowledge management processes in the project, including document filing structures, reporting periods, etc. (EnDev).
Additional Requirements:
∎ Professional Experience:
∎ Minimum 4 years of relevant working experience in the field of Energy in the context of Development Projects
∎ Experience of working closely with Government of Bangladesh as well as with International organizations will be considered as an asset. Candidates having relevant working experience with GIZ will be given preference.
∎ Demonstrated prior experience with monitoring & evaluation, and knowledge management
∎ A clear exposure to energy sector in the area of Sustainable Energy, at least for 3 years will be considered as priority
∎ Further Knowledge / Skills:
∎ Must be proficient in Microsoft Office (Word, PowerPoint, Excel, Outlook)
∎ Outstanding verbal and written communication skills, including report writing
∎ Excellent organizational and interpersonal skills
∎ Ability to successfully navigate a politically sensitive environment
∎ Experience to work with a multi-disciplinary team in a multi-cultural environment
∎ Knowledge of development issues in the context of Bangladesh.
∎ Experience of project management and research experience in relevant fields is an asset
∎ Ability to work under pressure and meet strict deadlines
∎ Must have clear understanding on Sustainable Energy
∎ Fluency in written and spoken English and Bangla is a basic requirement Fluency in German (Speaking, Reading and Writing) will be an asset
