Job Context:
∎ This is a key position based at Sub DIC who is responsible to implement the Sub DIC and Outreach activities of this project and report to Program Coordinator. Sub DIC In-Charge is solely responsible ensuring delivery of high quality services to the target population to achieve the broader objectives of this project. 60% time is allocated to for field visit and supervises the other Sub DIC and field based staff. S/he will be responsible for keeping better coordination and collaboration with different stakeholders of this project.
∎ Name of Project: Prioritized HIV prevention services for key populations (MSM, MSW and Hijra) in Bangladesh- project.
∎ Light House is looking dynamic professionals for the position of Sub DIC In-Charge for its Service Centers.
Job Responsibilities:
∎ The Sub DIC In-Charge will play vital role to implement the project at field level. The overall responsibility is to planning, organizing, implementation, monitoring and supervision and coordination of activities at the field level so that quality services are delivered to the targeted population.
∎ Prepare monthly work plans in accordance with the overall operational plan
∎ Set up Sub DIC as per plan with adequate facilities and ensure enabling environment is in place for the targeted populations
∎ Prepare monthly and quarterly narrative report with your best achievement
∎ Allocate responsibilities to team members and provide necessary coaching, mentoring
∎ and guidance and other on the job trainings.
∎ Supervise the planning and implementation of all activities including outreach work.
∎ Allocate field locations/spots of peer educators so that maximum coverage of targeted populations are made
∎ Ensure field staff are referring STI clients to Sub-DIC for treatment and follow up
∎ Ensure one to one and group meetings are duly held and key massages of HIV /STI prevention are disseminated across the board
∎ Ensure BCC materials are duly distributed among the targeted populations and other stakeholders
∎ Ensure field staff are properly using monitoring tools during field visit and conduct daily/weekly/monthly updates/analysis
∎ Properly maintain stock registers of all consumable items and disbursement are made with proper records/documents
∎ Conduct quality counseling session with beneficiaries as per requirement and needs
∎ Monitor target and achievement and take actions on deviations
∎ Produce monthly and quarterly reports
∎ Conduct effective BCC activities including Social group meeting, refresher trainings
∎ Maintain petty cash as per standard rules and regulations with proper recording
∎ Ensure timely procurement, store and supply of materials for effective implementation of all program activities including BCC and other services.
∎ Maintain all administrative registers according to the guideline.
∎ Ensure STI sessions as per plan
∎ Prepare HTS session plan
∎ Ensure to provide HIV Testing Services ( HTS) services through HTS team
∎ Ensure to provide effective pre and post test counseling
∎ Strengthen networking and collaboration with key stakeholders
Additional Requirements:
∎ Age 25 to 45 years
∎ Skill in MS Office & Internet browsing
∎ Experience in staff supportive supervision, conduct training for staff development, conduct advocacy meetings with different stakeholders, data compilation, preparation of quantitative and qualitative monthly reports, keep liaison with different stakeholders.
∎ Conduct meetings with district /upazila level stakeholders, petty cash handling and keeping accounts
∎ This position requires experience in HIV/AIDS field particularly working with high risk population like MSM/Hijra
∎ Able to understand the dynamics on MSM/Hijra population
∎ Required skills in staff supervision, advocacy and make coordination with different stakeholders
∎ Able to prepare weekly/monthly/quarterly reports as project need.
