Educational Qualifications:

Master’s degree in Finance/Accounting/Commerce, or a related discipline. Candidates with professional qualifications such as CA (CC) will be given preference.

Experience:

Minimum 3–5 years of relevant professional experience in Finance & Accounts, preferably in the NGO/INGO sector.

Mandatory Requirements:

  • Strong knowledge of M&E tools, frameworks, and methodologies.

  • Sound knowledge of accounting principles, financial management, budgeting, and donor compliance requirements.

  • Experience in preparing financial reports, vouchers, bank reconciliation, and budget monitoring.

  • Strong knowledge of financial software and Microsoft Office applications, especially Microsoft Excel.

  • Ability to maintain accurate financial records and documentation.

  • Experience in handling audits, tax, VAT, and statutory compliance.

  • Good analytical, problem-solving, and decision-making skills.

  • Strong communication and coordination skills with internal and external stakeholders.

  • Ability to work under pressure and meet deadlines.High level of honesty, integrity, confidentiality, and accountability.

  • Knowledge of NGO donor regulations and financial policies will be preferred.

  • Willingness to travel to field offices when required.

Ukhiya Project Office (Frequent field visits required to camps in Ukhiya and Teknaf) Cox's Bazar.



Responsibilities & Context:

Community Development Centre (CODEC) invites applications for the Sr. Officer-Finance & Accounts for implementing `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Ukhiya & Teknaf Cox’s Bazar)

Duration: 09 June 2026 to 30 June 2026. (Strong Possibility of Extension)

C. Key Areas of Performance/ Responsibility/ Accountability:

  • Preparation of payment vouchers with ensuring deduction of Taxes & VAT;

  • Keeping invoices, staff advances other documents and records properly & safely;

  • Data entry in accounting system;

  • Prepare staff payroll and others.

  • Update all financial books and records as per financial procedures following CODEC financial procedures

  • Ensure a mechanism of all expenses including district offices to keeping controlling within total approved budget.

  • Assist HR and Admin Officer in maintaining all the personal Files of the Project Personnel properly.

  • Maintain leaves records including annual or sick leave along with other travel approval documents properly.

  • Maintain and update all bill and vouchers of every expenses of the program

  • Ensure maintenances of purchase procedures.

  • Ensure the accounts keeping, stock registers and establish a financial controlling mechanism with all districts offices.

  • Responsible to prepare periodical financial report and submitted to Finance Manager, Project Manager, CODEC management and UNICEF personnel.    

  • Prepare monthly, quarterly and annual project Financial Reports.

  • Keep invoice and all other related documents, so that internal & external Audit could be performed without any objections.

  • Carry out any assigned task need to be accomplishing within the due time as instruction given by Project Coordianator.

Safeguarding & PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.

  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
