Additional Requirements:
  • Age 35 to 50 years
  • Master’s level qualification in Education, Social Science, Psychology or any relevant subject.

  • Minimum 8 years of experience (at least 3 years in a managerial role) in education and Child Protection sector having strong knowledge and understanding on Education in Emergencies (EiE), CPiE issues, specially within the Rohingya camp settings in cox’s bazar.

  • Communicates, coordinates and follows the guidance from Assistant Project Manager-PIB and technical team on quality technical input, monitoring, expenditure reporting, Plan and donor compliance.

  • Develop and maintain relationships with district & Upazila level government officials and CICs.

  • Support regular review of project progress, implementation challenges, and learning to ensure adaptive and quality implementation

  • Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.

  • External Contact: Plan International Technical Team, Plan International Finance and Operation Teams, UNO, Upazilla and district Education Office, CiC, ACiC & Site Management, Education Sector Representatives, Cox’s Bazar, Rohingya refugees and host communities, Camp and host level stakeholders

  • Good knowledge and understanding of Do No Harm principles and other humanitarian standards, including INEE minimum standards.

  • Comprehensive understanding of the Humanitarian architecture of the Rohingya Response its operating and regulatory environment.

  • Good understanding of gender equality, inclusion, safeguarding, and accountability principles in humanitarian programming.

  • Knowledge and understanding of FIVDB’s vision, mission values.

  • Strong planning, budgeting, financial management, administrative, project management, implementation and program development skills.

  • Strong leadership, supervisory and coaching skills, and able to support and train staff to work with disaster affected communities in a sensitive and participatory manner.

  • Strong knowledge of Chattertonian or Rohingya. Understanding and speaking local language of Cox’s Bazar or Chittagong is an advantage.

  • Experience of conducting education and CP needs assessments.

  • Knowledge of policies and procedures, Sphere and the Red Cross/NGO Code of Conduct.



Responsibilities & Context:

Friends in Village Development Bangladesh (FIVDB) is going to implement ECHO funded under its Humanitarian Preparedness and Response Program, Cox's Bazar in partnership with Plan International Bangladesh. The duration of the project implementation by FIVDB is 23 Months (to be extended subject to the provision of project extension afterward). The position will be recruited to implement the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.

Job Responsibilities

The Project Coordinator will be responsible for the overall management of the project in compliance with the FIVDB policies and procedures. S/he will be overall responsible for the delivery of the commitments, reporting and managing resources (HR, Monetary, physical asset) and relation with local administration. S/He will support project staff and take initiatives to build their capacity for effective implementation of project activities. S/He will closely work and maintain effective coordination with Technical Coordinators, Admin and Logistics Officer, Finance Officer, M&E Officer, Technical Officers of the Project and Program Coordinator, Finance manager and HR of FIVDB Humanitarian Response Program. S/He will collaborate with Program Manager, Gender Specialist, and Technical Team of Plan International Bangladesh. S/He will also ensure project implementation meets the global/organizational standards of emergency responses and donors’ compliance aspects; ensure project monitoring mechanism is established and functional to ensure quality implementation and downwards accountability.

Key Area of responsibilities:

Project Planning and leadership:

• Responsible for overall implementation of the Project in compliance with agreement, budget and Detailed implementation plan.

• Ensures effective risk management, proper documentation, and timely escalation of implementation challenges, safeguarding concerns, and operational issues to Plan International Bangladesh.

• Represents FIVDB with donor and other relevant agencies at Ukhiya/Teknaf/Cox’s Bazar level.

  • Provide adequate & required supports to the Staff;

  • Leads, manages and responsible for implementation of project activities of the project and the achievement of the project outcomes.

  • Prepares progress reports as per detailed implementation plan and provide updated information when needed.

  • Ensures the review and timely dissemination of high quality, analytical reports

  • Facilitates all the GoB approvals required for the project with support from Plan International.

  • Ensures risk management, proper documentation, and timely sharing of implementation challenges, safeguarding concerns, and operational issues to Plan International Bangladesh.

Effective management and Implementation:

  • Manage the implementation of the organization’s interventions under the project with a particular focus on Education in Emergencies and Child Protection in Emergency for the targeted participants including children in the Rohingya camps and host community.

  • Ensure implementation is aligned with ECHO compliance requirements, humanitarian principles, safeguarding standards, accountability commitments, and donor visibility guideline.

  • Develops DIP with support from Plan International Bangladesh & FIVDB Senior Management to ensure timely and quality implementation and monitor progress.

  • Responsible for budget management and support the team to ensure satisfactory expenditure rate.

  • Work closely with FIVDB’s internal departments, including HR, Finance, Admin and Logistics to ensure projects are appropriately resourced and project activities are delivered.

Maintain effective coordination for effective implementation towards achieving objectives of the project:

  • Hold monthly/quarterly review and coordination meetings with the project team.

  • Support the team to timely implementation and delivery of program by ensuring maximum quality output and take initiatives for capacity building of staff focusing on the project components.

  • Maintain effective coordination with sector coordination platforms, CiCs, local administration, and relevant stakeholders to support harmonized and conflict-sensitive implementation

  • Provide technical support to the team to process purchase orders, keep records, and track those with the relevant department and communicate with the respective team members to ensure timely completion.

Administrative financial management:

  • Prepares FD-6/FD-7/FC-1 with assistance from PIB and initiate for certification from local authority and contact with relevant govt authorities.

  • Supports in preparing costed work plan and provides support to revise budget

  • Process all kinds of expenditure and payment which come from the field in accordance with activity line, budget and code.

  • Ensure proper and smooth financial management in compliance with and donor policy and standards.

  • Ensure monthly monitoring of project budget utilization through analyzing BvA.

Capacity building:

  • Support training and creation of training materials and programme tools which aid the delivery of inclusive and gender responsive education programme.

  • Initiate staff capacity building process, conducts need assessment and support to technical team to facilitate the training session.

Monitoring, Evaluation, Research and Learning (MER&L):

• Supervise and monitor project activities and provides required supports accordingly using tools (including monitoring framework)

• Ensures methods are in place to measure impact and results, and link with reporting requirements.
