Educational Requirements:

Job Context:
∎ The position will be responsible for oversight and support to field level implementation of the community-based protection (CBP) and protection monitoring (PM) in Bangladesh. The overall goal of the CBP and PM program is to develop community resilience for protection and provide actionable information about the protection environment in Bangladesh for the Rohingya refugees for advocacy and response targeting, and to directly facilitate information provision and referrals for vulnerable refugee populations. They will ensure quality referrals and follow ups, and ongoing responsibilities as they arise, including emergency assessments and focus groups on specific protection issues identified. (S)He will supervise and coordinate the work of the field-based Officers -Protection Monitoring to ensure quality implementation of household and community assessments, information dissemination, awareness, and internal and external referrals.

Job Responsibilities:
∎ Highlights of Key Responsibilities:
∎ Quality Program Implementation
∎ Lead community mobilization for community-based protection for enabling community groups’ participation in protection discussions and facilitate community action plan and their community resilience for protection concerns in camps.
∎ Support community structures (protection committees, women, men and Mahjis and religious leaders’ groups) planning and implementing action plans for protection.
∎ Facilitate trainings on protection, human rights, community-based protection approaches, protection mainstreaming using IRC and partner-developed modules for community groups, ensuring coordination with WPE, CP and health teams and safeguarding focal points to ensure conceptual and practical links to protection mainstreaming, gender mainstreaming, inclusiveness, and safeguarding.
∎ Contribute significantly to assessing potential risks of community-based protection activities particularly dialogues with authorities and service providers, ensuring that inputs from the communities are obtained.
∎ Ensure that risk assessment is done on an ongoing basis and mitigation measures are implemented, reviewed, updated as necessary.
∎ Ensure the data security protocols are in place and followed by all protection monitors to ensure that sensitive and identifying information is not shared and that procedures are understood for dealing with security breaches.
∎ Support and supervise Officers Protection and coordinate with Information Moderators to ensure cases are referred to service providers. Conducting spot checks to ensure referrals are responded to in a timely manner.
∎ Accompany the field teams to ensure community-based protection, protection monitoring, and two-way communication activities are done in accordance with standard methodology.
∎ Mobilize, mentor, and supervise Incentive Workers in CBP and protection monitoring.
∎ Under the mentorship of direct supervisor, facilitate focus group discussions (FGD), KII and HH survey with refugees and host, site management, state actors and service providers in the field on selected protection concerns.
∎ Coordinate and lead awareness program and community engagement and two-way communication on different protection concerns in camp. s
∎ Work in PERU team during emergency e.g., cyclone, monsoon, COVID-19 with discussion with Protection Officers and Manager.
∎ Facilitate need assessment approval and monthly project report to CIC.
∎ Coordinate with project partner(s) in camp if necessary.
∎ Maintain remote communication with volunteers whenever access to camp is restricted or during emergency.
∎ Lead the area specific service mapping, ensuring the information is regularly updated and used by the protection needs assessors.
∎ Contribute to the design and implementation of assessments and evaluations to determine program impact.
∎ Assist manager and senior manager to procurement plan and purchase request.
∎ Prepare Volunteer monthly payment request to finance.
∎ Monitoring and Reporting:
∎ Submit weekly reports on field protection concerns to protection manager to Protection Manager including success and, Challenges.
∎ Assist manager and senior manager in monthly report and donor report.
∎ Engage closely with the MEAL officer to ensure the quality of data entered from the household and community level form is sufficiently detailed and accurate. Support in the verification of data as required.
∎ Staff Support:
∎ Support with the hiring, supervising, and build the capacity of protection officers and volunteers.
∎ Provide technical guidance, on the job mentoring and coaching ongoing training and targeted technical capacity building for the protection team.
∎ Put capacity development plans in place for the protection teams based on documented capacity needs assessments exercise.
∎ Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage, ensure monthly, accurate timesheet submission and carry out probationary reviews.
∎ Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
∎ As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs.
∎ Coordination and Advocacy:
∎ Dedicatedly develop and maintain effective working relationships with other programs, key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors, establishing IRC as one of the leaders in protection

Additional Requirements:
∎ Age 18 to 60 years
∎ Minimum 3 years of protection and one year management working experience in ideally or a related field.
∎ Previous experience working in protection with an NGO or INGO required, experience with humanitarian work experience preferred.
∎ Experienced in representing organizations in the protection coordination meeting and camp coordination meeting.
∎ Experience in FD-7, FD-6, need assessment and monthly CiC report.
∎ Deep understanding of humanitarian protection principles and standards
∎ Demonstrated organizational, management and reporting skills.
∎ Ability to understand and respond to contextual gender dynamics.
∎ Ability to work well both within a team and independently, strong communication skills.
∎ Ability to work under pressure with competing priorities and deadlines.
∎ Strong analytical skills with ability to be flexible, adaptable, and creative in a challenging and dynamic multicultural environment.
∎ Experience in success story and case study writing.
∎ Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint
∎ People who have knowledge in Chittagonian dialect will get preference.
∎ Strong written and verbal communication skills in English and Bangla
