Educational Requirements:
∎ Educated to degree level from recognized university in development, economics, agriculture, management, or any other relevant subject or demonstrable equivalent experience.

Job Responsibilities:
∎ Skills & Livelihood Programme Design and Development:
∎ Support Programme team for designing the Livelihood programme in aligning the national and customised TVET system for increasing Livelihood portfolio.
∎ In consultation with technical team, build the capacity of staff in in the area of Livelihood including National Qualification Framework (NQF) and ensure that these frameworks are utilized within the project.
∎ Prepare and implement fit for purpose periodic work plans and budgets, and assist the Programme Manager in developing and implementing livelihoods programme.
∎ Provide strategic direction to ensure all programmes are aligning with the skills development system and compliant with the system.
∎ Support the implementation of different Livelihood projects and maintain oversight of financial and people resourcing for the livelihoods programme.
∎ Assist the PM and Head of programme (HoPs) in the compilation of the Annual Report.
∎ Programme/Project Development, Implementation and Management
∎ Provide technical support for programme implementation (including scope, budget, action plans, timeline, staff, procurement, risks, communications, training, technical assistance, grant management, compliance, etc.) of all Livelihood based programmes/projects in the country, to ensure Livelihood programmes are meeting their proposed aims and objectives on time and within budget, with high quality outputs for beneficiaries, and satisfaction for donors and other stakeholders.
∎ Ensure the delivery of Livelihood programme with demonstrable positive impact, ensuring that Livelihood programmes meet overall quality and learning standards according quality assurance manual, and implementation is adapted promptly to security developments in the country.
∎ Ensure that the design and implementation of Livelihood programme complies with all relevant policies and procedures, as well as legal and regulatory requirements according to the national systems.
∎ Ensure that Livelihood programme are implemented in a consultative, participative and gender sensitive way, with particular focus on safeguarding requirements.
∎ Proactively offer and discuss solutions to problems that arise throughout the Livelihood programme cycle, within the programme team.
∎ Manage partnership for implementing livelihoods project in consultation with programme manager (Livelihoods)
∎ Design and support integrated livelihood program example Livelihoods in emergencies. Livelihood and Education
∎ Conduct regular supervision of Livelihood projects and provide technical support where necessary to ensure consistent quality and impact.
∎ Proactively propose suitable and effective projects based on needs assessments.
∎ Develop necessary Livelihood based programme policies; guidelines and procedures to improve Livelihood programme implementation.
∎ Programme/Project Monitoring and Evaluation:
∎ Work closely with the MEAL Manager, Coordinator (Livelihoods) and Assistant Coordinator (Livelihoods) to ensure robust monitoring and evaluation (M&E) activities including different database and undertaken as part of all Livelihood programmes/project implementation, and that evidence of impact is documented and disseminated to relevant stakeholders.
∎ Effectively support to the team and coordinate between Livelihood programmes/projects in order to develop, finalise and closely monitor programme work plans and budgets, ensuring that all activities are appropriately budgeted and that costs are kept within agreed budgets.
∎ Capture lessons learning, case stories, success studies and triangulate different research/studies on livelihood for strategize program.
∎ Programme/Project Reporting:
∎ Support to prepare timely monthly, quarterly and annual reports of the projects and programmes (both activity and financial). Tracking workplan wise budget utilization.
∎ Prepare and/or review draft proposals, reports, and other Livelihood programme/project related documents to ensure quality, accuracy and confidentiality of sensitive information.
∎ Support to the programme team in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA strategic and thematic objectives.
∎ Maintaining and Building Donor and Partner relations, and Fundraising:
∎ Work closely with the PM to diversify funding sources for ongoing activities and new Livelihood programmes through developing existing or new relationships with donors and other key partners.
∎ Support to maintain effective partner grants and reports monitoring system, ensuring adherence to CO’s policies and procedures on partner management.
∎ Support to develop, facilitate and maintain links with different TVET forum; civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments, which can be used to enhance CO’s work, and identify key partners to collaborate with on programme delivery.
∎ Support to ensure excellent accountability and service delivery to beneficiaries, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation and evaluation.
∎ Networking and Representation:
∎ Represent the organisation and proactively network at key TVET based forums/networks/events in order to build credibility of CO through visibility of its work and a good network of key contacts in the government, donors, UN agencies, NGOs, the media, and other relevant stakeholders.
∎ Support to accredited existing trades under Muslim Aid Institutes of Technologies (MAITs) with the National Skills Development Authority (NSDA) for attracting more Livelihood based project.
∎ Develop Competency Standards, Competency Based Curricula (CBC), Competency Based learning Materials (CBLMs) and other relevant learning materials for addressing the learning materials development needs.
∎ General:
∎ Maintain up-to-date knowledge of effective Livelihood programme implementation and development.
∎ Maintained and stored all records in hard and soft copy formats in line with the internal data management and IT policies.
∎ Comply with all policies, procedures, legal and regulatory requirements.
∎ Champion our values of compassion, empowerment, justice for all and accountability when performing your work.
∎ Perform any other duties commensurate with the accountabilities of the post.

Additional Requirements:
∎ Age at least 25 years
∎ Evidence of continuous professional development.
∎ Proven experience in leading, developing and implementing development and TVET programmes.
∎ Previous experience in working with Government agencies, NGOs and providing support to partners.
∎ Experience of developing and successfully implementing departmental work plans, TVET framework and budgets to accomplish organizational objectives.
∎ Proven experience in reviewing, monitoring and evaluating programmes, using quantitative and qualitative methods and approaches.
∎ Proven experience of leading, managing and supervising a diverse programme team including distance management.
∎ A track record of capacity building, and promoting learning and development activities, including delivering training and coaching to staff.
∎ Substantial experience in managing resources and external relationships with a range of people and organisations, including promoting effective partnerships.
∎ Demonstrable experience of successfully growing funding from institutional donors, including EC, ECHO, UN and DFID.
∎ Knowledge or appreciation of the country in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.
∎ Demonstrable experience of developing quality proposals and Project Completion Reporting with impact assessment, for a variety of donors.
∎ Technical competence in needs assessments and report writing in English.
∎ Technical competence in project development, implementation, monitoring and evaluation.
∎ Contemporary understanding of issues and challenges facing international development and humanitarian organizations.
∎ Strong knowledge of CHS and SPHERE standards.
∎ IT literate with demonstrable knowledge of Microsoft Outlook, Word, Excel and PowerPoint.
∎ Fluent in written and spoken English with excellent interpersonal and communication skills. Knowledge of local language will be desirable.
∎ Strong people and team management skills including managing people at a distance.
∎ Good networking, influencing and negotiation skills.
∎ Excellent problem-solving skills, with the willingness to deal with problems as they arise.
∎ Proven analytical skills and meticulous attention to detail with high degree of accuracy.
∎ Ability to work with minimal supervision both at operational and strategic levels.
∎ Ability to produce results in a challenging environment within tight deadlines and budgets.
∎ Ability and willingness to work closely with others as part of a diverse team and on your own initiative.
∎ Ability to deal with difficult situations and conflict with tact and required sensitivity.
∎ Ability to maintain confidentiality.
∎ Willingness and availability to travel remote programmatic sites within the country and overseas.
