Masters in Statistics/Geography & Environmental Science/Sociology or any other relevant subject from a reputed public or private university.
Evidence of continuous professional development.
At least 1-2 Years' working experience in MEAL system established and operations.
Proven experience in designing and implementing of MEAL activities of Livelihood program.
Previous experience in working with Government agencies, NGOs and providing support to partners.
Experience of developing and successfully implementing departmental work plans to accomplish organisational objectives.
Proven experience in reviewing, monitoring and evaluating programmes, using quantitative and qualitative methods and approaches.
Proven experience of projects progress tracking and monitoring with a diverse programme team including distance management.
Substantial experience in managing resources and external relationships with a range of people and organisations, including promoting effective partnerships.
Ability to contribute of developing quality proposals and Project Completion Reporting with impact assessment, for a variety of donors.
Technical competence in needs assessments and report writing in English.
Technical competence in project development, implementation, monitoring and evaluation.
Contemporary understanding of issues and challenges facing international development.
IT literate with demonstrable knowledge and skill on Microsoft Outlook, Word, Excel, PowerPoint, SPSS, STATA and online based software
Key Accountabilities:
Design and implementation of M&E system
Develop and implement a project and program tracking system to prepare progress report against project or program specific indicators and activities planned.
Ensure that program data is collected, analysed, and reported accurately, reliably, and in a timely manner.
Conduct regular field visits to monitor program implementation and identify areas for improvement.
Provide regular feedback and technical guidance to program staff on MEAL activities.
Provide technical support in conducting baseline/end line survey or any other research and studies.
Provide technical support on Digital Data Collection for Post-Distribution Monitoring (PDMs), Satisfaction surveys, Need assessments etc.
Support to Design and improve entire MEAL system of the Muslim Aid UK Bangladesh Country Office.
Ability to contribute concept note development, project proposal and log-frame design
Reporting and documentation:
Liaise with project team and programme for establishing effective information sharing/updating/ reporting mechanism.
Assist to MEAL Manager and other colleagues through submission of timely data and information as required.
Ensure that the projects collected and organized all necessary information to produce substantial evidence against the indicators as was set in the proposal and log frame.
Develop dashboard, infographics, maps, databases for providing basis of planning and strategy.
Monitor the information by self and through sector colleagues, collate, compile and update dashboard to present updated needs, gaps, constraints, challenges, resources etc.
GIS data collection, analysis, and mapping
Plan, coordinate and implement GPS data collection, analysis, and information dissemination.
Create different types of GIS map for visualization and taking approval for need basis.
Research, draft and present any other documents necessary for project development, reporting and donor liaison purposes.
Capacity building:
Capacity building of volunteers, key project staff around MEAL.
Participate in kick off internal and external meetings, training and workshops, as agreed by the MABCO.
Undertake intensive field visits to monitor progress using Post Activity Effectiveness Monitoring and other MEAL initiatives.
Ensure that learning is integrated into program design and implementation.
Ability to organize workshop, meeting and training events for capacity building.
Capture case studies, lesson learned and best practice as project required.
Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.
Beneficiary complaints and feedback mechanisms:
Ensure that the feedback and complaints mechanisms are in place and effectively managed.
Develop and implement a system for collecting and responding to beneficiary feedback and complaints that are appropriate for the program and context.
Oversee the proper management of the project CFM database.
Train program staff on the use of beneficiary complaints and feedback mechanisms.
Analyse feedback and complaints to identify areas for program improvement.
Ensure that beneficiary feedback and complaints are addressed in a timely and effective manner.
