Experience:
Master’s degree in relevant discipline from reputed national or international university
Postgraduate degree in public health, international development, economics, development studies or relevant discipline.
Minimum 12 years of work experience in humanitarian or development program management, including minimum 3 years as Head of Programmes or Program Director with progressive responsibilities with an international NGO.
Understanding of programmes: development, implementation, field challenges etc, and technical experience in at least 2 programme areas such as health, livelihoods, humanitarian or education.
Experience of leading diversified teams in different work locations.
Experience of excellent know how of different key donors, government and other key stakeholders.
Knowledge of major frameworks of global development and humanitarian agenda and their relevance.
Knowledge of SPHERE, CHS and DEC Accountability Framework priorities and other humanitarian/development sector initiatives and standards.
Key Accountabilities
Development, Implementation and Management of All Programmes
Provide strategic leadership and oversight for all CO programmes, ensuring alignment with strategic priorities, quality standards, and demonstrable impact.
Manage and monitor programme components, including training, technical assistance, grant management, and compliance, to ensure objectives are met on time, within budget, and to donor and stakeholder satisfaction.
Analyse programme performance and make evidence-based recommendations to improve delivery.
Lead the development of sustainable programmes and high-quality proposals for institutional funding, using participatory approaches aligned with CO’s strategic objectives.
Ensure compliance with organisational policies, procedures, and legal and regulatory requirements.
Lead the preparation of the Annual Work Plan and Annual Report and support Annual Work Plan budgeting.
Review proposals and programme outputs to ensure quality, accuracy, and confidentiality.
Oversee the production of high-quality reports and ensure timely and accurate submission to donors and stakeholders.
Make key implementation decisions and resolve challenges throughout the programme cycle.
Support the development of project documents and gender-related policy frameworks as directed by the Country Director.
Programme Quality, Monitoring & Evaluation
1.Supervise the development and implementation of an organisation-wide strategic plan with mechanisms for programme monitoring, evaluation, accountability and learning (MEAL).
2.Supervise programme quality to ensure sound programme design, robust monitoring and evaluation activities are planned and undertaken, and that evidence of impact is documented and disseminated to relevant stakeholders.
3.Lead the programme team to develop, finalise and closely monitor programme budgets.
4. Work with the MEAL team to integrate inclusion measures into MEAL processes including gender equality specific indicators, quality benchmarks and response monitoring and evaluation tools.
Maintain and build donor and partner relations, and fundraise
5. Work closely with the CD to diversify funding sources for ongoing activities and new programmes through developing existing or new relationships with donors and other key partners.
6.Engage in active fundraising for programmes in key focus areas and develop and implement a resource mobilisation and outreach strategy for the organisation, concentrating on institutional donor funding.
7. Oversee the partner portfolio, with specific reference to the identification of both implementing and strategic partners and building and maintaining these relationships.
8. Develop, facilitate and maintain links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments that can be used to enhance CO’s work, and identify key partners to collaborate with on the delivery of programmes.
9. Ensure excellent accountability and service delivery to rights-holders, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation and evaluation.
Supervise and coach project teams
10.Technically supervise and lead the programme team in various programmatic areas – livelihoods, health, education, emergency response, etc. Facilitate project and programme officers in planning and ensuring that deliverables are met in accordance with proposals, plans, budgets and donor regulations.
11. With support from the Human Resources Manager, manage the life cycle of individuals within the programmes team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.
12. Provide regular one to ones to the relevant employees, ensuring that you adhere to CO’s annual appraisal “PACE” framework.
13. Motivate the programme team and ensure they have clear SMART annual objectives that are derived from organisational objectives, including ensuring that you have SMART objectives from your line manager.
14.Support with the development and implementation of staff capacity building plans, including identifying and addressing any capacity gaps, and providing ongoing support to programme staff, ensuring team members have access to staff development opportunities.
15. Identify gaps in capacity and deliver trainings to build staff capacity in gender integration, SGBV, and protection within the respective field offices.
Representation
Represent the organisation at key forums and events, strengthening CO’s visibility, credibility, and relationships with relevant stakeholders.
Participate in inter-NGO coordination forums, cluster meetings, and meetings with government departments at national and sub-national levels.
Maintain positive working relationships with government officials, donors, UN agencies, NGOs, and the media to support collaboration and visibility of CO’s work.
Act as Country Director when required and in the absence of the CD.
