Educational Requirements:
∎ MSc in Water/Environmental Engineering or Management or Civil Engineering or Hydrology/Geology.

Job Context:
∎ Duration: Duration of the Contract will be up to April 30, 2021
∎ Reporting to: Section Manager - Budget Management
∎ Working Conditions: Director - Humanitarian & Resilience in CARE Bangladesh Dhaka Office with maintaining matrix relation with ACD - Humanitarian and Program Director of refugee response program in Cox`s Bazar.

Additional Requirements:
∎ 8 to 10 years' experience in project management in disaster risk reduction, climate change, institutional capacity building etc. projects.
∎ Proven technical and implementation experience in working in Environmental Engineering, and Water, Sanitation & Hygiene in a humanitarian setting.
∎ Previous experience with an INGO in a management capacity in the shelter, WASH and DRR sector, preferably in an emergency context.
∎ Proven understanding and management of USAID technical requirements in shelter, WASH and DRR
∎ Experience of working with USAID funded Infrastructure/ DRR/climate change projects.
∎ Experience of using gender and women empowerment as cross cutting approach in development, DRR and resilience projects.
∎ Experience in budget management of multi-year grants ensuring donor compliance.
∎ Experience in preparing Bill of Quantity (BoQ) for structural/construction work, prepare bid schedule and management experience of structural and non-structural contractors work.
∎ Demonstrated capacity to work with teams, partners and other organizations to facilitate learning and knowledge development.
∎ Experience in developing strong stakeholder relations with Local government, administration and civil society actors.
∎ Experience in participatory development approaches including participatory planning, monitoring and evaluation.
∎ Humanitarian aid experience in the shelter, WASH and DRR sector applied in emergency response operations.
∎ Environmental health engineering or relevant WASH specializations (level of academic training needed will vary according to situation, wide technical experience will be necessary).
∎ Hydrology, water quality and testing (as needed).
∎ Construction - including supervision.
∎ High level of awareness of environmental health issues as applied to emergency settings, with special attention to the needs of women and children.
∎ Excellent verbal and written communication skills in English and Bangla.
∎ Should have good understanding of MS Office applications.
