∎ Experience: Minimum 15 years of relevant professional experience in the development sector specially TVET, including at least 03 years of experience in a managerial position, fund collection and partnership management. Government-related work experience will be given preference.
∎ Age: The age limit for the applicant would be 50 years. Management has the right to make exceptions based on qualifications.

Responsibilities & Context:
∎ Contribute proactively to the realization of UCEP Bangladesh’s vision, mission, core values, and guiding principles.
∎ Lead the identification, scoping, and acquisition of funding opportunities from government entities, Autonomous body, institutional donors, and development partners.
∎ Strategically map and pursue public-private partnership (PPP) opportunities that align with UCEP’s organizational goals and priorities.
∎ Develop, review, and submit high-quality project proposals, including Development Project Proposals (DPPs) in line with Government priorities, and represent UCEP in relevant government and donor meetings.
∎ Oversee the implementation of government-partnered projects, ensuring compliance with timelines, deliverables, and quality standards.
∎ Establish, strengthen, and maintain productive relationships with key stakeholders, including government officials, private sector representatives, NGOs, and civil society actors.
∎ Facilitate the signing and operationalization of Memoranda of Understanding (MoUs), partnership agreements, and collaborative initiatives.
∎ Ensure effective donor compliance, monitor adherence to contractual obligations, and support timely reporting.
∎ Monitor project implementation progress, identify risks, and recommend appropriate mitigation measures or course corrections as needed.
∎ Ensure efficient budget management and alignment with project objectives, government regulations, and audit requirements.
∎ Coordinate regional program planning, execution, and reporting to ensure coherence and quality across initiatives.
∎ Provide technical support and guidance to field teams to strengthen program implementation and impact.
∎ Supervise and monitor vocational skills training programs and technical institutes to uphold standards and relevance.
∎ Prepare and disseminate analytical, progress, and impact reports for internal management and external stakeholders.
∎ Support staff development through performance management, coaching, mentoring, and capacity-building initiatives.

∎ Coordinate with internal departments for effective knowledge management, risk assessment, documentation, and learning.
∎ Ensure timely preparation and submission of narrative, financial, and audit-related reports to donors and government agencies.
∎ Promote the integration of gender equity, inclusion, and decent work principles in program planning and implementation.
∎ Mobilize and coordinate internal and external resources—human, financial, and infrastructural—for efficient program delivery.
∎ Undertake any other responsibilities assigned by the supervisor or the organization in line with UCEP’s strategic priorities.
∎ Job Purpose: To Develop Project Proposal (DPP), strengthen public partnership management and implement Government project for sustaining of the TVET and Skills Development programs of UCEP Bangladesh in line with UCEP Bangladesh’s values, vision, mission, goals and relevant country laws. S/he will be responsible for supporting the Deputy Director to establish the training centers following the center establishment guideline with maintaining agreed criteria.
