Qualification and Experience:

  • Minimum 4 years’ experience working in safeguarding, protection, PSEA, accountability, or humanitarian programming.

  • Direct experience managing or co‑managing complaint and feedback systems.

  • Experience in DRR, Anticipatory Action, early warning systems, or Rohingya response. Experienced in working with government actors, clusters, and UN-led coordination systems.

  • Knowledge of MEAL systems and digital feedback tools.

  • Demonstrated experience working with multi-partner or consortium projects.

  • Experience managing sensitive cases and supporting survivor-centered referrals.

  • Strong understanding of humanitarian protection frameworks, safeguarding principles, and ethical communication.

  • Strong communication, facilitation, training, and mentoring skills.

  • Ability to manage sensitive information with confidentiality and integrity.

  • Excellent coordination, conflict-resolution, and problem-solving abilities.

  • Strong documentation, reporting, and database management skills.

  • Fluency in Bangla and English; Rohingya/Chittagonian dialect an advantage.

  • Duration: Contract duration will be up to May 02, 2027 from the date of joining.

  • CARE Bangladesh is going to implement "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" project funded by DG ECHO, from April 2026 to March 2028, targets high‑risk regions across Bangladesh—specifically the northern flood‑prone districts of Gaibandha, Kurigram, Bogura, Sirajganj, Jamalpur, and Sherpur; the northeastern haor districts of Sunamganj and Sylhet; the coastal cyclone‑exposed belt of Bagerhat, Barguna, Bhola, Patuakhali, Pirojpur, Khulna, and Satkhira; and the *33 Rohingya camps in Cox’s Bazar. Led by CARE Bangladesh with ACF, ACTED, RIMES, and local partners ESDO, Uttaran, and NSS, the consortium project strengthens a nationwide multi‑hazard anticipatory action system by advancing impact‑based forecasting, improving early warning dissemination, and institutionalizing trigger‑based decision protocols. The project also enhances local planning, supports predictable financing through Disaster Management Funds, and builds community preparedness through training and simulations. By operationalizing the forecast–trigger–finance–action chain, the project seeks to reduce loss of life, protect livelihoods, and improve resilience among disaster‑prone populations across Bangladesh. This project highly needs a Consortium MEAL Manager for effective monitoring, documentation, learning and accountability.

  • The Senior Project Officer - Protection from Sexual Exploitation and Abuse (PSEA) and Complaints and Feedback Response Mechanism (CFRM) will lead and coordinate Protection from Sexual Exploitation and Abuse (PSEA) and the Complaints & Feedback Response Mechanism (CFRM) across the PROTISTHAA initiative. As a cross‑cutting role, s/he ensures that all implementing entities apply strong safeguarding, accountability, reporting, and community‑feedback standards across 15 disaster‑prone districts and 33 Rohingya camps. The position is responsible for ensuring that project participants, community members, volunteers, and staff are protected and able to report concerns safely, confidentially, and without fear of retaliation.

  • S/he will lead capacity‑building efforts, support the harmonization of safeguarding and CFRM tools across consortium actors, and play a central role in complaint tracking, follow‑up, documentation, and the consistent application of survivor‑centered procedures. The role requires close collaboration with implementing partners, government structures, humanitarian coordination bodies, and community networks to uphold the highest standards of ethical conduct, transparency, and accountability throughout the project.

  • This position will be based at the CARE Bangladesh Dhaka Office (CBDO) and is contingent upon final funding approval.
