Job Context:

Job Responsibilities:
∎ Program Leadership, Management and Budget Management:
∎
∎ Under the leadership of DDP and in close coordination with technical coordinators, MEAL Coordinator, operations/supply chain, finance and grants & partnership units, ensure timely and consistent implementation of refugee response program, in line with IRC's country strategy.
∎ Contribute significantly to the growth of IRC's programming through proposal development and design, needs assessment, partner identification and engagement.
∎ Lead planning, implementation and follow up of IRC's multi sector projects (implemented both by IRC and by implementing partners), including health, women's protection and empowerment, child protection, education, livelihoods and protection and rule of law.
∎ In close coordination with the DDP, develop the refugee response program strategy (partnership based implementation model) and ensure its quality implementation.
∎ Ensure that the program design is evidence based and gender responsive.
∎ Lead partner identification and engagement process and ensure increased delivery of IRC work through effective management of partnerships.
∎ Monitor the progress of projects against work plans, quality, and budgets and provide appropriate management support; ensure budgets are spent out in compliance with IRC internal and donor /GoB policy and procedures.
∎ Ensure that projects are fully in compliance with GoB requirements (e.g. FDs), government approvals are secured before implementation, during and after implementation.
∎ Coordinate with relevant government offices, other NGO and partners. Attend external meetings related to refugee response programming for ensuring alignments, cross learning and make IRC program visible.
∎ Ensure that the stated goals and objectives of refugee response program/ projects are met with strong monitoring and evaluation (M&E) follow up, including any required operational research.
∎ Ensure setting up and implementation of robust clients' responsiveness across the full program/ project cycle management.
∎ Ensure roll out of Project cycle management tools as per IRC internal projects / grants management including but not limited to - Monitor budget spending in line with the spending plans, budget vs actual analyses, and develop remedial plans where necessary to ensure budgets are optimally utilized.
∎ Actively participate in grant opening, midterm review and grant closing meetings for all refuge response projects' grants and ensure that the same process is implemented in the field (partner level).
∎ Partner Identification, Assessment and Engagement:

∎ Work in closely with Senior Grants and Partnership Coordinator to ensure effective partnership management including IRC led consortiums throughout the project cycle management.
∎ Conduct monthly and quarterly follow ups with partners and ensure timely and quality implementation.
∎ In coordination with partnership managers ensure partner staff capacity is assessed and built.
∎ Ensure partners stay in sync with and meet IRC, government and donor standards / compliances.
∎ Ensure partner agreements are in place and up to date for each partner ensuring timeliness and quality.
∎ Ensure participation of partners in assessment and program/ project design processes.
∎ External Representation & Coordination:

∎ Actively develop and maintain effective working relationships with key partners including government officials, local NGOs, INGOs and other relevant actors related with host community.
∎ Represent and promote IRC's visibility with local authorities and coordination bodies in the Rohingya camps to ensure a high level of recognition and acceptance of IRC programming with government and refugees.
∎ Liaise with local authorities and relevant actors to secure timely authorizations and clearances as required.
∎ Staff Management:
∎
∎ Under the guidance of DDP, lead work force planning based on growing program needs, ensure timely recruitment of staff and provide management oversight for the refugee response program staff
∎ Lead the entire team involved in IRC's refugee response program, ensure performance management of team as per IRC's standard policy and procedures.
∎ Based on robust capacity need assessment, build the capacity of the team members in relevant technical and management competencies.
∎ Review performance of staff and provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
∎ Promote and ensure effective implementation of IRC way, harassment free work place policy and safeguarding policy within host community program (IRC team as well as partners).
Additional Requirements:
∎ Experience managing multi sectoral programs with preferably two sectoral areas of IRC programming in Bangladesh.
∎ For master's degree holder, at least 8 years' relevant experience (including 3 years in the similar role) with direct management of the development and implementation of programs in complex humanitarian and development settings; In case of bachelor degree holder, the experience requirement will be 10 and 4 years respectively.
∎ Previous experience of working in Cox Bazar is a big advantage.
∎ Demonstrated experience of managing emergency preparedness and response operations.
∎ Managing multi donor multi sector large scale donor contracts and budgets.
∎ Experience working with and managing local, national and international partners.
∎ Experience in developing strategies, proposals and overseeing assessments.
∎ Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation.
∎ Demonstrated understanding of gender responsive program cycle management, clients' responsiveness
∎ Excellent leadership, communication, and facilitation skills.
∎ Excellent interpersonal, coordination and networking skills.
∎ Experience in capacity building and mentoring of staff and partners.
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve.
∎ Good understanding and experience of working / dealing with GoB's architecture in Bangladesh preferably in Rohingya crises and host community.
∎ Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.
∎ Excellent English and Bangla language communication skills, both written and verbal.
∎ Excellent database, data management and data analysis skills; excellent command over MS office.
∎ Strong commitment to IRC's mission, purpose and values.
∎ Strong verbal communication in English Skill.
