Job Context:
∎ IRC is seeking a Senior Officer - Safety & Security for its Bangladesh Country Program, based in Ukhiya with frequent travel to program locations. The Senior Officer - Safety & Security will work with the Coordinator Safety, Security & Access and program team to ensure that filed operations security procedures are adequate and managed in all levels. Under the supervision of the Coordinator Safety, Security & Access, the Senior Officer - Safety & Security will support managing physical security systems of different facilities in Cox’s Bazar, and implement IRC’s Security Management Plan, Standard Operating Procedures (SOPs), Contingency Plans (CPs) and risk assessments. The Senior Officer - Safety & Security will assists conduct onsite training for staff and drivers.

Job Responsibilities:
∎ Highlights of Key Responsibilities
∎ Physical Safety & Security Management
∎ Ensure all physical security measures in the different sites (Refugee camps, Ukhiya office) are operational and adequate.
∎ Periodically practice emergency response plan in all facilities.
∎ Periodically check operational capacity of the CCTV, record and troubleshoot as and when required.
∎ Implement Safety, security policies/procedures and field locations (Ukhiya & Teknaf).
∎ Assists/develop partner’s on security management issues (MOSS implement & incident management)
∎ Monitoring, Analysis & Reporting
∎ Monitor local (host refugee) security situation and report every day.
∎ Visit camp/program area on a regular basis. See safety and security situation in connection to local crimes, law and order, political movement, tension between the communities, etc. Identify and support in actor mapping.
∎ Contingency support
∎ Know all contingency support requirements.
∎ Ensure all contingency materials are present in office/warehouse/guest house. Report for replenishment.
∎ Inform and update changes required in contingency planning.
∎ Support to prepare route map and camp risk mapping.
∎ Act as security focal in absence of Senior Coordinator Safety, Security & Access.
∎ Capacity Building
∎ Conduct driver’s safety briefing of Ukhiya & Teknaf periodically.
∎ Train the guards & volunteers on IRC security & safety management.
∎ Conduct induction session for new staffs.
∎ Incident & Investigation
∎ Conduct investigation as requested by the management.
∎ Provide incident investigation/management support.
∎ Misc
∎ Develop ongoing relationships with local authorities as needed and other power brokers within IRC’s operational areas.
∎ Promote safety & security culture in the organization. Regularly discuss security issues with staff/ team meeting.
Additional Requirements:
∎ At least 4 years’ experience in security industry.
∎ Experience in INGO/NGO/UN/Military/Police or similar industry is an added advantage.
∎ Demonstrated understanding in security management in a large non-government / government organization.
∎ Experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences. (added advantage)
∎ Educational Qualification will be flexible for highly experienced candidate’s.
Salary: Tk. 70200 (Monthly)
