Job Context:
∎ IRC together with its two national partners is ready to start an 8 month, multi sector project with financial support of Bureau of Humanitarian Assistance (BHA; formerly OFDA) to deliver Health, WASH, and Protection services for Rohingya Refugees and vulnerable host communities in Cox`s Bazar, Bangladesh.
∎ Under the direct supervision of the Senior Grants Manager, the Senior Officer - BHA Grants Compliance will be responsible for supporting on administrative contractual processes and ensuring adherence to IRC and donor compliance.
∎ The position will be responsible for ensuring effective use of internal systems and processes for donor contract management. (S)He will work closely with the IRC`s finance team on issues such as tax exemption, and with the partnerships function ensuring partner compliance with BHA regulation.
∎ Contract Length: March 31, 2020

Job Responsibilities:
∎ Maintain updated records for the BHA award in the IRC's filing system and online opportunity tracking system (OTIS)
∎ Develop a BHA compliance checklist and review the document based on the checklist as and when required for both the IRC and its partners
∎ Provide efficient and effective contract management support to country, providing direct contract-management support if and where required
∎ Support the Senior Grants Manager with collating and developing information for Grant Review Meetings including mini refresher trainings on BHA compliance where necessary
∎ Support the Senior Grants Manager in responding to compliance queries from program, finance, operations and Monitoring, Evaluation, Accountability and Learning teams
∎ Provide administrative support on facilitating authorization and sign-off processes, payment requests, tax exemption protocol, and information management

Additional Requirements:
∎ Minimum 3 years' experience working in humanitarian/development contexts in a grants or compliance role
∎ Experience of working with US Government funding (preferably OFDA / BHA / USAID)
∎ Experience of working on large scale, complex, multi-sector programs in both emergency and/ or fragile contexts
∎ Excellent organizational skills and systematic approach to information management
∎ Previous experience of working in Cox Bazar is an advantage
∎ Excellent problem-solving skills, and demonstrated ability to handle pressure and improve
∎ Excellent command of MS Office
∎ Experience with grants management tracking systems
∎ Excellent English and Bangla language communication skills, both written and verbal
∎ Strong commitment to IRC's mission, purpose and values
