∎ I. Job Summary:

∎ CARE has undertaken a community-led initiative called SHOUHARDO III DRR Activity (Haor) to mitigate the high impact of recurrent climate hazards in haor areas. CARE will strengthen the capacity of vulnerable smallholder farmers on climate-smart farming techniques to mitigate against the recurrent loss and damage caused by the annual flooding and other climate-induced hazards. Capacity building approaches such as Farmer Field Business School (FFBS) and SuPER (Sustainable, Productive, Equitable and Resilient Agriculture) integrate more adaptive knowledge and technology to enhance and strengthen traditional farming methods to scale-up production and limit losses during disasters. SHOUHARDO III DRR Activity will raise plinths for houses and communal structures in the village as immediate protection from flooding to minimize loss and damage.
∎ SHOUHARDO III DRR Activity (Haor) will also increase resilience to climate-related hazards and disasters by increasing understanding at the household and community level of risks and preparedness and by increasing capacity at the institutional level to respond efficiently and effectively to reduce loss and damage of assets following an Area Based Disaster Management approach. This includes raising awareness of the actionable early warning system which will enable early action by households and communities to minimize damage and loss of life and assets. This will be supported by inclusive assessments and feedback mechanisms to guide improving systems, structures and plans put in place. Strengthening institutional capacity of the Disaster Management Committees (DMC) and other relevant local government departments will allow for the provision of disaster management services in a responsible and timely manner as specified in the Standing Orders on Disaster 2019 (SOD) and other Disaster Risk Management (DRM) related policies and strategies. In turn, this will reduce gaps in DRM related policy implementation by documenting and sharing good practice and learnings on preparedness and climate adaptation at local and national level.
∎ The SHOUHARDO III-DRR Activity (Haor) will foster locally led, gender-inclusive and policy-informed community resilience in the flood-prone 4 sub-districts in Sunamganj and Netrokona. SHOUHARDO lll DRR (Haor) over 24 months through flood resilient housing and community structures, climate smart agriculture, as well as building the capacity of community volunteers for advanced disaster preparedness. As a whole, the project will achieve its goal by reducing most vulnerable flood-prone Haor dwellers risks through scaling-up flood-resilient shelter improvements, adaptive agricultural practices, and flood preparedness initiatives.
∎ The Senior Monitoring Evaluation and Learning Officer based in Sunamganj is responsible to support the Senior Program Coordinator to implement an efficient and effective Monitoring and Evaluation (M&E) framework as well as a Complaints Feedback and Response Mechanism (CFRM) for the SHOUHARDO III DRR Activity. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE`s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the Senior Program Coordinator, to produce high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff`s as well as the GoB. S/he will also assist partners in program evaluations and capturing and disseminating learning to wider audience.
