Job Responsibilities:
∎ Program/Project Design and Learning:
∎ Participate in program/ project design especially in developing log frames and MEAL plans
∎ Design, develop and continuously update project M&E, and impact measurement tools and systems in timely fashion
∎ In consultation with the host community MEAL manager, develop and make sure all the projects in the host community program have tested monitoring tools
∎ Take part in diagnostic studies, evaluations and surveys
∎ With support from the host community MEAL manager, establish and maintain the host community information management system
∎ Implement established monitoring plans
∎ Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
∎ With support from the host community MEAL manager, ensure that learning is shared with partners and all stakeholders
∎ In consultation with the host community manager, coordinate alliance and cross-learning among different projects and partners in the host community
∎ With support from the host community MEAL manager, develop and implement client feedback mechanisms.
∎ Monitoring and Evaluation:
∎ Track progress against monitoring work plans
∎ Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement
∎ Provide support to ensure the on time execution of projects major monitoring and evaluation events including but not limited to baseline surveys, mid-term evaluations, final evaluations, data quality audit and field supervision
∎ Provide technical assistance to staff and partner organization on information management systems, proper data collection and record keeping
∎ Update M&E plans and provide feedback to program staff on status and quality of implementation
∎ Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for stakeholders related to ongoing performance
∎ Conduct regular data verification exercises to ensure reporting and collection of quality data
∎ Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues
∎ Document findings from data quality audits and store in project files to ensure collective and sustainable access
∎ Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration
∎ Take part in the recruitment of enumerators and survey consultants
∎ Provide M&E inputs for reports written during project implementation
∎ Periodically lead reflective practice forums at field office/ project level and compile lessons from project implementation processes
∎ Information Management and Reporting:
∎ With support of the host community MEAL manager, establish and maintain project indicator performance tracking tables and data bases
∎ Submit data sets to update the country office wide program database on a monthly basis
∎ Prepare regular project monitoring reports, including lessons learned
∎ Provide inputs to monthly quarterly and annual narrative reports
∎ Capacity Building and Supervision:
∎ Provide support to program partners in designing monitoring and reporting tools and establishing database management systems
∎ Organize orientation for front line staff, partners' staff and volunteers on monitoring tools and train them how to use data for decision making
∎ Coach, mentor program partners as necessary
Additional Requirements:
∎ Minimum of three years' experience developing and implementing Monitoring, Evaluation, Accountability and Learning
∎ Strong skills in developing monitoring formats and tools
∎ Strong analytical and reporting skills
∎ Excellent facilitation and capacity building skills
∎ Experience of conducting MEAL for large scale projects involving multiple stakeholders
∎ Proven skills to analyse statistical information
∎ Possesses advanced excel skills (e.g. pivot tables, functions, etc.)
∎ Ability to compile and holistically analyze diverse datasets
∎ Demonstrated ability to develop information management systems
∎ Experience in web design and software development and programming is an asset
∎ Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres
∎ Experience with mobile based applications such as CommCare and KOBO
∎ Excellent data visualization skills
∎ Excellent written and oral presentation skills
∎ Strong dedication towards IRC's mission, purpose and values
∎ Demonstrated ability to train and build capacity of others
∎ Comprehensive knowledge of humanitarian accountability principles and their translation into practice
∎ Strong planning, organizational and interpersonal skills
∎ Excellent analytical, presentation, and reporting skills
∎ Excellent database, data management and data analysis skills, with experience using at least two software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info
