Experience:
Master’s in Geography/Statistics/Disaster Management/Development Studies or field relevant to climate science and environment, but the educational qualification of Bachelor`s degree or relevant can be considered for highly experienced candidates.
4 to 5 years’ experience in the relevant field focused program in Humanitarian and Resilient Futures activities, preferably in preparedness and adaptation projects
Preferably familiar with DRR and Anticipatory Action.
Ability to work effectively in a culturally diverse organization.
Ability and willingness to work in stressful situations and travel away from home and stay in the field.
Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
Experience in MEL plan implementation in managerial role in various donor’s programs.
Strong analytical and conceptual skills.
Proven Skill in statistical and M&E software packages. SPSS, MS Access is essential.
Proven skill in using Kobo toolbox for data collection and management.
Experience in programming languages like Python, R, and SQL, GIS is an asset.

In Bangladesh, humanitarian and disaster risk management organizations are carrying out various pilots to test, gather evidence, build capacity, and advocate for strengthening the DRM governance and financing system to reduce shocks on vulnerable people and their livelihoods, improve the effectiveness of emergency preparedness, response and recovery efforts, and reduce the humanitarian burden. The government of Bangladesh has also included ‘Forecast-based Financing and Action’ (FbF/A) in its recently revised Standing Orders on Disasters (SOD 2019) which shows its willingness to adopt the approach.
The CARE-ALERT initiative, led by CARE Bangladesh in partnership with CARE UK and funded by Luxury Brand, is a strategic anticipatory action project designed to enhance disaster preparedness and resilience in flood- and cyclone-prone regions of Bangladesh. Implemented in Gaibandha and Patuakhali districts, the project aims to protect vulnerable communities through inclusive early warning systems, infrastructure readiness, and timely interventions aligned with national protocols. The project operates under the Early Action Fund (EAF) framework, utilizing Stream 1 and Stream 2a funding mechanisms. Stream 1 focuses on preparedness and capacity building, while Stream 2a activates pre-agreed early actions based on forecast triggers. The initiative is grounded in the National Early Action Protocols (NEAP) for Cyclone and Monsoon Riverine Flood, ensuring alignment with government disaster risk reduction strategies.
CARE-ALERT targets over 15,800 individuals, including women, children, persons with disabilities, and marginalized groups. Activities include renovation of cyclone and flood shelters, installation of protective nets for aquaculture, embankment repairs, livestock vaccination, and distribution of hygiene kits and dry food. Multi-Purpose Cash Grants (MPCG) are provided to pre-identified households to enable self-directed preparedness. The project also establishes breastfeeding corners in shelters and disseminates agro-meteorological advisories to inform community decisions. Local partners SKS Foundation and JAGO NARI play a pivotal role in implementation, leveraging their expertise in disaster risk reduction and community mobilization. Union and Ward Disaster Management Committees (U/WDMCs) are reactivated and trained to coordinate early actions, supported by volunteers from the Cyclone and Flood Preparedness Programmes (CPP/FPP).
The Senior MEAL Officer based at CBDO is responsible for supporting the Technical Coordinator to implement an efficient and effective Monitoring and Evaluation (M&E) framework as well as a Complaint Feedback and Response Mechanism (CFRM) for the CARE-ALERT. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE’s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the Technical Coordinator, for producing high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff as well as the GoB. S/he will also assist partners in program evaluations and capturing and disseminating learning to wider audience.
