Job Context:
∎ Under direct supervision and Deputy Director Finance (DDF) and matrix relation with Budget & Reporting Specialist, the Senior Finance Officer will be responsible for preparation of donor budget, budget amendments, financial report, monthly budget variance analysis (BVA) and grants reconciliation in timely manager. (S)He will work closely with the Budget and Reporting Specialist for back up support his role and taking lead for reports and budgets for country program in absence of him.
∎ Work Location: IRC-Bangladesh, Dhaka Office with 20% travel to Cox’s Bazar office
Job Responsibilities:
∎ Financial Systems Operations:
∎ Prepare T2 codes as per IRC internal budget and submit to Finance Manager to upload into Sun Systems.
∎ Review financial transactions and cross check with donor budget lines (T2 codes) and do necessary correction as per approval from DDO/DDP.
∎ Prepare quarterly grants reconciliation as per template and find out deviation to take appropriate decision.
∎ Closely monitor all financial activities and keep the consortium coordinator advised of all situations which have the potential for a negative impact on internal controls or financial management performance.
∎ Prompt monitoring of exchange rate loss / gain and promptly advise DDF/DDP.
∎ Financial Reporting and Budgeting:
∎ Preparation of monthly / quarterly budget versus actual reports for current grans to ensure that Program/Grants can monitor the budget utilization and take appropriate action on any significant variances.
∎ Review financial reports and transactions provided by the partner on a timely basis, and provide feedback to partners as required.
∎ Prepare financial reports as per donor reporting schedule (DRS) and submit to DDF and grants for review.
∎ Prepare donors budget on internal budget template, ensure SPC %age and SPC position as per operational budget and linked with donors’ format and timely submit to DDF for review.
∎ Where necessary train and develop the capacity of the partners’ finance team to ensure that a good standard of financial management is maintained.
∎ Produce necessary financial documents and reports for submission to GoB (e.g. FD7)
∎ Undertake other related duties as may reasonably be assigned by the DDF.
Additional Requirements:
∎ Minimum 5 years’ experience working in humanitarian/development contexts
∎ Minimum of 3 years’ relevant work experience in the similar role with international NGOs
∎ Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs (SUN System and Vision)
∎ Familiarity and experience of dealing with financial compliances of US grants, ECHO, DFID, UNs, GAC and other foundations
∎ Solid understanding and experience of relevant GoB compliances for INGOs in Bangladesh including but not limited to FD6, FD7, VAT, taxes etc.
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve
∎ Requires to have a proven track-record of proactively identifying and communicating potential problems and proposing solutions
∎ Demonstrated skills and experience of strategic and analytical thinking
∎ Ability to carry out responsibilities independently with minimal technical support
∎ Good English and Bangla language communication skills, both written and verbal
∎ Strong commitment to IRC’s mission, purpose and values
