Job Context:
∎ The Senior case management officer provide support to existing responses for children vulnerable to abuse, exploitation, neglect and violence (including unaccompanied children) oversee and support the work of case workers within integrated teams to identify and refer children in need of protection to appropriate services; and ensure technical support and supervision. At least 3 years of experience in implementing child protection programs, preferable social work or case management, in humanitarian or development settings to guide implementation of child protection and emergency response activities in the field. The Senior Officer working closely with the Safe Healing and Learning spaces team will ensure that child protection interventions are delivered in close coordination with, and is strengthened by, other streams of the IRC`s child protection program and overall humanitarian response in Bangladesh.
∎ The Child Protection Senior Officer will assist the Child Protection Manager in setting up new or strengthening existing child protection responses for children vulnerable to abuse, neglect, violence, and exploitation (including unaccompanied children), especially as a result of natural disaster or increased protection risks in their environment.
∎ Position objectives:
∎ To ensure children harmed or at risk of being harmed, including unaccompanied children, are identified, assessed and provided with quality case management services. Additionally, referred to appropriate services, by providing mentorship and technical supervision to case workers
∎ To plan and ensure implementation of daily field activities while deployed and not deployed to emergencies.
∎ To liaise with other case management actors on management of caseload and referrals.

Job Responsibilities:
∎ Technical Quality:
∎ Provide daily mentorship on case management activities to the Child Protection Officers in Cox's Bazar in accordance with the standard tools and procedures
∎ Ensure appropriate case management steps (including identification, assessment, and referral of urgent child protection cases) and documentation (including data entry) is completed in a timely and quality manner
∎ Ensure regular supportive supervision sessions with Child Protection Officers to ensure adherence to standard methodologies, interagency case management systems, and IRC policy, and ensure that activities are delivered in line with children's needs and best interests
∎ Regularly communicate with the Child Protection Manager for updates on achievements and challenges.
∎ Review the follow up of cases, and ensure all cases are managed within acceptable timelines.
∎ Review of all BIA's and approve. Oversee all case closure and have meeting with caseworker before case closure.
∎ Ensure the participation of children and communities, particularly those most vulnerable or at-risk, in all stages of the case management cycle, as safe and appropriate.
∎ Ensure that the Case Management principles are understood and adhered to within IRC's case work.
∎ Lead on and regularly update a map of existing services and corresponding referral mechanisms to and through which children and families are appropriately managed and followed up when referred in coordination with camp focal.
∎ Support in strengthening the child protection community based structures.
∎ Staff Supervision & Development
∎ Directly supervises 10 caseworkers.
∎ Maintain open and professional relations with team members, including MMT Team Leaders, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Works with case workers to ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
∎ Assist with the recruitment of caseworkers, in coordination with the Case management Manager.
∎ Ensure support and ongoing capacity building opportunities for case workers on technical skills.
∎ Grant Planning & Implementation
∎ Supports implementation and adherence to grant work plans, spending plans and monitoring and evaluation plans.
∎ Closely work with Program leads in developing program designs, detailed implementation plans and program theory of change.
∎ Coordination & Representation
∎ Actively develop and maintain effective working relationships with case management actors in the field, including government actors, UN agencies, international and local NGOs, and other relevant actors.
∎ Regularly attend case management meetings and other relevant coordination meetings at field level.
∎ Act as a camp focal person for the organization.
∎ Program Development
∎ Contribute to the development of the CP program strategic direction for responding to children harmed and at risk of being harmed
∎ Contribute to the development of proposal activities
∎ Coordinate with other IRC sectors staff (e.g. Women's Protection and Empowerment, Health, Nutrition, etc.) at field level.
∎ Monitoring Responsibilities
∎ Support regular field monitoring and modifications as required.
∎ Work with MEAL team to ensure data is well maintained and frequently updated.
∎ Provide weekly and staff activity reports.
∎ Support data analysis and information dissemination to the appropriate coordinating mechanisms, field teams, beneficiaries and IRC implementing team accordingly.
∎ Other Duties
∎ Consistently and dedicatedly monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.
Additional Requirements:
∎ At least 3 years of experience, implementing child protection programs, preferable social work or case management, in humanitarian or development settings.
∎ Good understanding of the Case management coaching and supervision tools.
∎ Basic understanding of CPIMS+
∎ Previous experience supervising and coordinating a team in a cross-cultural setting preferred
∎ Previous experience in emergency preparedness and response preferred
∎ Previous experience in capacity building and mentoring of staff preferred
∎ Demonstrated understanding of working with children and particularly vulnerable children.
∎ Good computer skills such as MS word. Excel and power point.
∎ Personal qualities: Team player, flexible, network-builder, able to handle pressure well.
∎ Fluency in English and Bangla required. Fluency in Chittagong desirable.
∎ People who are familiar in local dialects and local language will get preference.
