∎ The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
∎ Supports the ICRC Delegation management by identifying and mitigating potential risks to the ICRC, ensuring the effective implementation of the Delegation’s security management system. This role is key to developing and enforcing security protocols, with thorough risk assessments.
∎ Provides political insights that help navigate the complex political landscape. By analysing political developments and prospects, this role helps identify key stakeholders with whom relationships should be established or consolidated, and enhance security measures for ICRC staff and operations, in compliance with humanitarian principles.
∎ Develops, updates, implements security rules and regulations for all staffs and ensures their compliance (including emergency evacuation), through regular communication, trainings, simulations/drills, and written guideline as appropriate.
∎ Carries out the Security Risk Assessment (SRA) exercise, establishes both active and passive security measures for ICRC and associated stakeholders and ensures all security incidents are systemically monitored and reported. Reviews, updates, and recommends adaptation of security documents.
∎ Supports and advises staff on safety and security issues, especially teams undertaking field missions / visits and ensures movements are prepared based on up-to-date security analysis and monitored.
∎ Drafts a Plan of Action to implement all measures identified in the Security Risk Assessment exercise and in the Minimum-Security Requirements (MSR) review and ensures its implementation.
∎ Reviews/updates security documents (risk assessments, guidelines, protocols, etc.) as required and recommends adaptations.
∎ Leads the delegation security/safety meetings and analyses political and other developments and their potential safety impacts on ICRC staff, assets, and operations.
∎ Builds and expands a network of security-related interlocutors, ensuring collaboration and information sharing with departments internally, and with external partners.
∎ Monitors and analyzes the political and socio-economic environment in Bangladesh and perspectives, including the impact on ICRC's security and operations.
∎ Produces synthetic notes on issues and thematic of interest to ICRC mandate and operations in Bangladesh.
∎ Identifies, establishes, and maintains relationships with key stakeholders including government officials (including military and security agencies), armed groups, religious entities, civil society, and think-tanks to ensure knowledge and understanding of ICRC and foster its acceptance, while also contributing to the security and to the relevance of ICRC humanitarian operations in the country.
∎ Contributes to mapping, profiling, and keeping an up-to-date database of relevant stakeholders and groups of interest.
∎ Facilitates the management access to senior stakeholders in and outside the government.
∎ Prepares, maintains up-to-date and provides briefings and cultural sensitivity advice to all staff including newcomers on the political, socio-economic and security environment.
