∎ Terre des hommes Foundation (Tdh) is the Swiss leading organization focusing on child rights, based in Lausanne (Switzerland). It is active in more than 40 countries with development and emergency projects. Tdh focuses its action on the following areas of intervention: Migration, Child Labour, Access to Justice and Health (with WASH components), with a focus on protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.
∎ Context:
∎ Tdh has been present and active in Bangladesh since 1974 and focuses its work on Migration, tackling child labour, health, child protection, WASH, Access to Justice and humanitarian aid. We are currently working in Dhaka, Cox’s Bazar, Ukhia, Teknaf and Kurigram.
∎ Tdh has been a key player in Kurigram during those past decades, notably on health and child protection.
∎ The Country Representative is the coordinator for the activities implemented in Dhaka and Kurigram locations, funded by different Donors such as FCDO and the Olympic Refugee Foundation.
∎ Tdh seeks qualified candidates for three-year ORF funded Sports for Protection, Resilience and Transformation (SPIRIT) project that aims to promote the inclusion and empowerment of adolescent and youth who are displaced or at risk of climate-induced displacement in Kurigram district and Dhaka slums. The position will be based in Tdh Kurigram office and will be reporting to the Programme Manager and MEAL Manager in a matrix management structure.
Job Responsibilities:
∎ Project management related tasks and responsibilities:
∎ Project Management
∎ To implement and monitors the activities of the SPIRIT project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
∎ To ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the implementation strategy.
∎ To monitor Child Protection (CP) and youth development situation in Kurigram, and activities’ impact and propose adjustments of the project strategy if needed
∎ To forecast and follow up on expenditures related to the project and participate in budget revision exercises.
∎ To prepare timely purchase requests in line with the project needs.
∎ To support required actions by the administration related to SPIRIT team management and supervision.
∎ To identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
∎ Reporting, communication and planning
∎ Contribute to donor and internal reporting: Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements
∎ Participate to proposals development and support Project Manager and MEAL Manager with information, explanation and stories.
∎ Support Project Manager to develop/adapt activity plan of the project, and ensure proper implementation.
∎ Support the creation and application of communication and visibility plan in the project(s)
∎ Coordination and representation
∎ Participate in internal and external coordination meetings as needed and requested.
∎ Ensure the correct integration of Tdh’s CP activities and strategy in the union plans, policies and regulations.
∎ Ensure the coordination and solves potential overlapping of activities with other organizations and actors in CP sector in Kurigram.
∎ Ensure communication and reporting regarding technical matters, as needed, with the technical referent for food security available at the mission or at HQ.
∎ Team Management & Human Resources Management
∎ To identify, recruit train and manage staff
∎ To ensure staff care
∎ To ensure the whole team has a clear understanding of the Tdh mandate and project.
∎ Ensure a positive working environment and good team dynamics (solve potential conflicts), organize and lead coordination meetings and
∎ Evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR
∎ Create conditions for a good flow of operational information from delegation – field - delegation (verbal exchanges, e-mails, sitreps, reports,, etc.)
∎ Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency)
∎ Develop his/her subordinates' self-reliance and encourage collaboration.
∎ 2. MEAL tasks and responsibilities:
∎ Contribute to design of the MEAL plan, and ensures the proper implementation of MEL activities in collaboration with local counterparts
∎ Support MEAL Manager to ensure the timely implementation of M&E activities upon collaboration with other project staffs including the partners
∎ Actively participate and support partner in selecting the project participants following the selection criteria
∎ Overlook data collection and support in the training of partner staffs
∎ Help partner to develop a cloud-based documentation system including necessary M&E tools with support from the supervisors
∎ Work closely with MEAL Manager and assist in drafting M&E reports, performing quantitative and qualitative data analysis, and providing recommendations as required for project planning, performance management and reporting
∎ Undertake field-monitoring visits to assess and report progress of the project implementation using standard monitoring and evaluation tools and methodologies and flag concerns to team
∎ Monitor project activities and lead the cross-checking of means of verification to ensure quality of the data
∎ Act as a field level focal point and support consultants when assessments and evaluations are conducted under the framework of the project
∎ Support supervisors in planning, designing, and organising project review, reflection and learning workshops.
∎ Contribute to ensures the capitalization of lessons learnt and good practices in formal documents.
∎ Help partners to establish a Complaint, Feedback and Response Mechanism (CFRM) to ensure accountability to the project and non-project participants and stakeholders
