BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

This position will solely be responsible for structural design and develop technical resources for WASH facilities. More responsibilities will be given emphasis to preparation of detail implementation plan and guideline, detailed activities and work plan, operational processes and timely budget expenditure of field level implementation of the project activities with the association of project team.

  • Lead the Water, FSTP and SWM technical teams to ensure efficient, safe, and uninterrupted WASH operations across Rohingya camps.

  • Supervise and provide technical guidance to the FSM, SWM, water supply and WASH infrastructure teams to ensure efficient and uninterrupted service delivery.

  • Ensure continuous operation of water supply systems, including solar powered and generator operated pumping systems, to provide uninterrupted chlorinated water through distribution networks.

  • Monitor water production, treatment, chlorination, storage and distribution systems to ensure adequate quantity, quality and timely water supply in accordance with Sphere and WASH sector standards.

  • Oversee the operation, preventive maintenance and rehabilitation of boreholes, pumps, generators, solar systems, reservoirs, pipelines, valves and tap stands to maximize system reliability.

  • Monitor water quality through routine testing, chlorination control and corrective actions to ensure safe drinking water for camp populations.

  • Ensure timely desludging of sanitation facilities through effective coordination of desludging teams and safe transportation of fecal sludge to treatment facilities.

  • Oversee the operation and maintenance of FSTPs to ensure efficient treatment processes and environmentally safe effluent discharge.

  • Monitor treatment performance through regular operational assessments and laboratory analysis to ensure compliance with environmental and public health standards.

  • Lead the operation of Solid Waste Management activities, including MRFs and plastic exchange center, ensuring effective waste segregation, compost production and environmentally sound disposal of residual waste.

  • Develop operational plans for efficient deployment, utilization and preventive maintenance of Vacutugs and other WASH operational equipment.

  • Maintain accurate WASH infrastructure inventories, GIS records, operational databases and asset management systems to support planning and reporting.

  • Collect, analyze and report operational data related to water supply, sanitation, desludging, solid waste management and WASH infrastructure performance.

  • Prepare technical reports, progress updates, operational summaries and donor reports for submission to project management.

  • Prepare technical designs, engineering drawings, BoQs, cost estimates, technical specifications and tender documents for WASH infrastructure (Latrine, bathing, deep borehole, tap-stand etc) construction and rehabilitation works.

  • Review technical designs and ensure all WASH infrastructure complies with approved engineering standards, environmental requirements and organizational specifications.

  • Supervise construction, rehabilitation and maintenance works to ensure quality, safety, timely completion and compliance with approved designs and work schedules.

  • Verify completed works, certify work quality and recommend contractor and labor payments in accordance with contractual requirements.

  • Coordinate closely with procurement and logistics teams to ensure timely availability and quality assurance of construction materials, equipment and services.

  • Develop, update and implement technical guidelines, Standard Operating Procedures (SOPs), manuals and engineering standards for WASH infrastructure based on international best practices and field experience.

  • Provide technical support and guidance to project staff, contractors and implementing partners on all WASH engineering and operational matters.

  • Conduct regular technical monitoring, inspections and quality assurance assessments to identify operational gaps and implement corrective actions.

  • Build the technical capacity of WASH staff, operators, volunteers and Community WASH Focal Points through structured training, coaching and on the job mentoring on operation and maintenance of water supply systems, FSTPs, MRF and other WASH infrastructure.

  • Participate in technical coordination meetings, sector working groups and capacity building initiatives with government authorities, humanitarian agencies and development partners.

  • Maintain effective coordination and communication with local authorities, camp management, contractors, suppliers and community representatives to facilitate successful project implementation.

  • Monitor project budgets, operational expenditures and resource utilization to ensure cost effective implementation and timely financial reporting.

  • Ensure proper warehouse inventory management and optimum utilization of WASH materials, spare parts, tools and equipment through effective stock planning, inventory control and coordination with the Project Manager.

  • Ensure compliance with organizational policies, engineering standards, environmental regulations, occupational health and safety requirements and donor compliance throughout project implementation.

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
