Key Requirements:

  • Minimum 3 to 5 years of professional experience in development programs, preferably related to WASH, climate change, governance, or community development.

  • Experience in organizing training programs, community mobilization, and stakeholder coordination.

  • Good understanding of local government systems and participatory planning processes.

  • Experience working with community groups, civil society organizations, and local government institutions.

Additional Requirements

  • Strong facilitation, communication, and coordination skills.

  • Ability to prepare reports, training materials, and documentation.

  • Knowledge of gender equality and social inclusion approaches in development programming.

  • Proficiency in computer applications and documentation tools.

  • Knowledge of rights-based approaches, WASH, gender equality, and climate resilience issues

  • Strong communication, facilitation, and interpersonal skills in Bangla and English

  • Computer literacy in MS Word, Excel, and PowerPoint

  • Willingness to travel frequently to field locations and work in remote areas.

  • Ability to ride a motorcycle with a valid driving license.

Rupantar, a development organization has been working in Environment, Disaster Management & Climate Change adaptation, Democracy & Political empowerment, Peace & Tolerance, Children & Youth Rights and Popular Media & Folk Theatre.  Rupantar is now inviting applications from suitable experienced and interested candidate to work coastal areas for filling up the following job vacancies to work in a Civil Society leadership for better WASH focused project supported by WaterAid Bangladesh dealing with water, Sanitation and Hygiene based at Kaliganj in Satkhira District.

Responsibilities and Context:

Rupantar, as a partner organization of WaterAid Bangladesh, will implement the Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Project in Kaliganj Upazila of Satkhira District. The expected outcomes of the CLIMB project are;

  • Civil society amplifies the voices of rightsholders to claim and secure their rights.

  • Civil society effectively holds duty bearers accountable to deliver on their WASH, climate, and health commitments.

  • Decision-makers commit to gender-responsive and climate-resilient WASH policies

  • Decision-makers commit to increased and improved gender responsive and climate-resilient WASH financing.

General Job Summary

The Project Officer will support the implementation and coordination of field-level activities under the CLIMB project in Kaliganj Upazila. The position will focus on facilitating community engagement, strengthening the capacity of Citizen Forums and community stakeholders, and supporting participatory planning processes related to climate-resilient and gender-responsive WASH governance.

The Project Officer will work closely with Union Outreach Mobilizers, community leaders, Union Parishad representatives, and relevant service providers to ensure effective implementation of project activities. The role will also support training, coordination meetings, community consultations, and awareness initiatives that promote citizen participation, accountability, and improved WASH governance at the local level.

Job Responsibilities of Project Officer:

  • Report regularly to the Project Manager and support the implementation of project activities according to the approved work plan.

  • Maintain close coordination with Upazila administration, Union Parishads, relevant government departments, civil society organizations, and other local stakeholders.

  • Supervise and provide regular technical guidance to Union Outreach Mobilizers and support effective implementation of field activities.

  • Facilitate the formation and strengthening of Citizen Forums in project unions and support their engagement in local governance processes.

  • Assist in organizing community consultations, meetings, and awareness sessions related to climate-resilient and gender-responsive WASH governance.

  • Support the implementation of Participatory WASH Vulnerability Assessments (PWVA) and Locally Led Adaptation (LLA) planning processes at ward and union levels.

  • Prepare training materials, manuals, modules, and training schedules for project staff, Citizen Forum members, and community stakeholders.

  • Organize and facilitate training programs, workshops, and capacity-building sessions for local government representatives, community leaders, and project staff.

  • Support community participation in Ward Shava meetings, Union Parishad planning processes, and standing committee meetings.

  • Assist in organizing stakeholder meetings, advocacy events, and coordination platforms at union and upazila levels.

  • Monitor community awareness initiatives related to WASH, hygiene, climate resilience, and citizen participation.

  • Conduct follow-up visits with trained participants and community leaders to support practical application of training and community initiatives.

  • Prepare activity reports related to training programs, community engagement activities, and stakeholder meetings.

  • Coordinate with relevant service delivery institutions to support effective implementation of project activities.

  • Participate in seminars, workshops, and learning events and assist in organizing project-related events.

  • Ensure gender equality, social inclusion, and respectful engagement in all project activities in line with Rupantar values.
