The Project Officer MEAL will be responsible for establishing and implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the CLIMB project. S/he will support the systematic collection, analysis, and documentation of project data to track progress against project indicators and expected results.
The position will work closely with the Project Manager and project team to ensure effective monitoring of field activities, documentation of community evidence, and generation of learning to inform advocacy and program improvement. The MEAL Officer will also support reporting, knowledge management, and evidence generation related to climate-resilient and gender-responsive WASH governance initiatives implemented under the project.
Key Requirements
Minimum 4 to 5 years of professional experience in monitoring, evaluation, research, or data management in development projects.
Experience in developing monitoring tools, data collection systems, and indicator tracking frameworks.
Familiarity with participatory monitoring approaches and community-based development programs
Additional Requirements
Experience in data analysis, report writing, and documentation of project results and lessons learned.
Knowledge of governance, WASH, climate resilience, or community development programs will be considered an advantage.
Strong analytical, documentation, and communication skills.
Proficiency in computer applications, data management tools, and spreadsheet software.
Ability to work collaboratively with field teams, community groups, and institutional stakeholders.

General Job Summary
The Project Officer MEAL will be responsible for establishing and implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the CLIMB project. The position will work closely with the Project Manager and project team to ensure effective monitoring of field activities, documentation of community evidence, and generation of learning to inform advocacy and program improvement. Duties and Responsibilities:
Develop and maintain the project MEAL framework, tools, and reporting formats in alignment with the project proposal and guidance from Rupantar and WaterAid Bangladesh.
Develop data collection tools, monitoring formats, and reporting templates to track project indicators and results.
Conduct regular field monitoring visits to review project activities and ensure implementation according to the approved work plan.
Monitor activities related to Citizen Forum formation, community consultations, PWVA processes, training events, and advocacy initiatives.
Coordinate with project staff and Outreach Mobilizers to ensure accurate and timely collection of field data and documentation.
Collect, verify, and analyze project data and information to assess progress, outputs, and outcomes of project interventions.
Support the documentation of community evidence, case stories, lessons learned, and good practices related to climate-resilient and gender-responsive WASH initiatives.
Maintain and update project databases and monitoring records in accordance with organizational MEAL systems.
Support the preparation of periodic project reports, monitoring summaries, and donor reporting in coordination with the Project Manager.
Monitor and document project training programs, workshops, community meetings, and stakeholder dialogues.
Identify strengths, challenges, and implementation gaps in project activities and provide recommendations for improvement.
Support the use of monitoring data and evidence for advocacy initiatives, policy engagement, and knowledge products.
Participate in learning events, training programs, workshops, and review meetings related to project monitoring and evaluation.
Assist the Project Manager in reviewing the performance of project activities and ensuring quality implementation.
Promote accountability, transparency, gender equality, and respectful engagement in all monitoring and evaluation processes in line with Rupantar
Salary: 42,500 with a yearly increment
