∎ HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents.
∎ HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East.
∎ In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.
∎ GENERAL CONTEXT AND BACKGROUND:
∎ HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox`s Bazar and field offices in camps. Since 2017 HEKS implements Rohingya projects with an overall volume of some 6 million USD.
∎ Since 2019 the Humanitarian Aid office based in Cox`s Bazar directly implements projects. The main donors are: Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC), World Health Organization (WHO) and HEKS funds. The international Organization for Migration (IOM) provided in-kind support worth some additional 5 million CHF. The biggest interventions are implemented in the construction-related sectors Shelter, WASH, and Site Improvement. After the outbreak of COVID-19, HEKS/EPER has also initiated projects as a response to the pandemic.

Job Responsibilities:
∎ Program Management:
∎ The Project Officer will be responsible for the management of health care waste management and environmental health activities at Health Care Facilities (HCFs) level in Upazila and targeted Camps (To be determined or assigned by management).
∎ Project Officer (Health Care Waste Management and Environmental Health Expert).
∎ She/he conducted continuous follow-up and on-site supportive supervision to all
∎ HCFs targeted at host community level.
∎ She/he will closely work with Program Manager - WASH, Training Manager, WASH
∎ Expert, IPC Facilitator, Facility Management Expert and other staff, who engage with the project and contribute to the development of varies interventions during implementation of project, timely donor communication, reporting and development of other documentations.
∎ Lead the design and implementation of health care waste management activities during planning, implementation and monitoring phases of the project.
∎ Coordinate with logistics dept. and ensure development and distribution of essential items to the HCFs in a timely manner.
∎ Provide detailed, accurate and timely weekly reports on activities, challenges and areas that need actions including operational data.
∎ Capacity Strengthening:
∎ Facilitate WASH FIT trainings according to WHO/UNICEF developed manual which expects training planning, facilitation, monitoring and evaluation, infection preventions control, and WASH FIT framework.
∎ Provide on job training, mentorship and guidance to project based, healthcare service providers/staff and health sector partners and ensure health care waste management standards are in practice.
∎ Monitoring and follow up:
∎ Work with MEAL team to develop a MEAL planning for the project.
∎ Be an active member in the monitoring team and make sure to confirm the corrective measures taken are successful whenever necessary.
∎ Support team to conduct the joint monitoring and supportive supervision and monitoring visit.
∎ Provide timely information/statistics to develop/complete various project reports.
∎ Coordination and Advocacy:
∎ Participate in health sector meetings and other coordination meetings led by UH&FPOs and WASH & Health sector at camp level.
∎ Ensure robust and efficient coordination with Health & WASH sector agencies and WHO area focal persons at field level.
∎ Ensure constant communication with facility-based healthcare staffs i.e. medical doctor, IPC nurse and waste management focal persons to identify potential areas for improvement.
∎ Ensure a steady and active representation of HEKS/EPER at cluster level as well in all the other, significant meetings.
∎ Staff Management: No
∎ Gender & Safe guarding, and safety & security:
∎ She/he will ensure the gender and safeguarding issues, and sensitize gender and child protection in the project activities.
∎ She/he will identify potential risk of the project and ensure safe and secured working environment for the staff, beneficiaries and project and project participants.
∎ If any gender & safeguarding and security issues found, share with the respective focal persons as per policy.
∎ Maintain confidentiality of organizational information and documents strictly and sincere.
∎ Logistics:
∎ Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
∎ General:
∎ Deliver high quality results in line with the terms of reference agreed in advance -to do this in a way which maintains the reputation of the Humanitarian Department.

Additional Requirements:
∎ Persons with above qualification and specialization in Environmental and
∎ Occupational Health have added advantage.
∎ At least 3 years working experience in similar role is a must.
