Educational Requirements:
∎ Diploma in Medical Assistant with at least 3 years of experience in a community managed healthcare facility, and WASH or I/NGOs. Or a Bachelor's in social science with 3 years of experience in WASH and IPC activities.

Job Context:
∎ HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focuses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from its own office in Cox`s Bazar, the field office, and the field office in camps.
∎ Since 2019 the Humanitarian Aid office based in Cox`s Bazar directly implements projects. The main donors are Swiss Solidarity (SwS), the Swiss Agency for Development and Cooperation (SDC), World Health Organization (WHO), and HEKS funds. The International Organization for Migration (IOM) provides in-kind support. After the outbreak of COVID-19, HEKS/EPER has also initiated projects as a response to the pandemic. HEKS/EPER implementing Improving WASH in Healthcare Facilities project for the host communities in Cox`s Bazar.
∎ Duty station: Upazila of Cox`s Bazar district, Bangladesh Ramu/Ukhiya/ Teknaf or any Upazila of Cox`s Bazar district).

∎ Reports to: Project Officer-IPC
∎ Coordinates with: Field promoter, Field Engineer, partners, etc.
∎ ROLE PURPOSE:
∎ Under the direct supervision of the Project Officer-IPC (based in Ramu/Ukhiya/ Teknaf or any Upazila of Cox`s Bazar district), the FP will be responsible - at the field level - to plan, develop, and supervise all IPC protocols implementation at Health Care Facilities level in collaboration with HEKS/EPER project team and local government authorities. He/she will ensure efficient and timely implementation of this project, in accordance with WHO`s and UNICEF`s WASH FIT approach and sector working group standards and guidelines.

Job Responsibilities:
∎ Program Planning & Implementation:
∎ Assess needs and resources required for the GoB Community Clinic and Family Welfare Center WASH improvements by using KoBo collect.
∎ Support to government and HEKS/EPER during emergency/ outbreak and provide information as on need.
∎ Mobilize Community Group, Community Support Group, and HCF - Management Committees, where appropriate, for the proper functioning of the facilities.
∎ Support facility-based health staff i.e. CHCP and FWVs by giving technical advice and guidance to ensure basic WASH services are in place.
∎ Monitoring, Reporting, and Documentation:
∎ Continuous follow-up and coordinate with union-level health supervisors i.e. CHCP/HI/AHI/FPI to acquire essential services from the Upazila Health administrations.
∎ Supervise distribution of essential items and prepare and document muster roll.
∎ Compile monthly activity reports and reports to your respective line manager
∎ Capacity Strengthening:
∎ Train facility-based health staff i.e. CHCP, HA, FWA, and FWVs on WASH in Healthcare facilities and IPC as appropriate.
∎ Train Community Group, Community Support Group, and UH&FW - Management Committees on health facility WASH guidance and maintenance.
∎ Assist facility-based health staff and community groups in the Operation and Maintenance (O&M) of WASH facilities in the clinics.
∎ Provide job training, mentorship, and guidance to ensure WASH/IPC practices are in place.
∎ Coordination and Advocacy:
∎ Maintain effective communication with Union/community-level health supervisors, Union Parishad, and Upazila-level health administrations.
∎ Participate in Union-level different coordination meetings and Upazila-level technical working group meetings or assign by management any meeting/workshop.
∎ Safety and Security:
∎ Assess and consult other partners to ensure the security situation of planned locations is calm;
∎ Ensure risk assessment and share any security information with the Program Manager.
∎ Responsible to put in place appropriate security and prevention measures during any distribution and implementation of project activities.
∎ Provide timely incident reports to the line manager as needed.
∎ Logistics:
∎ Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
∎ General:
∎ Deliver high-quality results in line with the terms of reference agreed in advance - to do this in a way that maintains the reputation of the Humanitarian Department.
∎ Comply with HEKS/EPER policies and practice with respect to the code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
∎ To perform such other responsibilities as agreed with your line management.
∎ Proactively support HEKS commitments to gender equality, child protection, and disability sensitivity: i) Implement all work-related activities with gender, disability, and child protection lens, considering the different needs, concerns, and ideas of our staff and beneficiaries ii)Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and on committees iv)Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional Requirements:
∎ Experience in Infection Prevention and Control (IPC) and a strong understanding of Medical waste management in the healthcare facility will be an asset.
∎ Public health/ WASH background with at least 3 years of WASH & IPC and training facilitation-related working experience in emergency contexts.
∎ Keep strong coordination with other implementing agencies, donors, and local governmental authorities at the field level.
∎ Good knowledge of security management in humanitarian contexts.
∎ Good English skills (written and spoken).
∎ English language skills (written and spoken) an asset. Personal requirements
