  • Malnutrition is a significant challenge in Bangladesh, particularly among mothers and children. Bangladesh’s 2022 Demographic and Health Survey found that 24% of children under the age of five are stunted, 22% are underweight, and 11% are wasted. Poor maternal nutrition and infant and young child feeding practices, micronutrient deficiencies, and low birth weight contribute to malnourishment. More than seventy percent of people in Bangladesh cannot afford a healthy diet (World Bank 2022) and are struggling to get enough essential vitamins and minerals (micronutrients) in their daily diets. This “hidden hunger” increases their vulnerability to serious health problems including stunting, blindness, poor brain development, weakened immunity, and even death.
  • These challenges are compounded by structural barriers: limited access to antenatal and postnatal care (ANC and PNC), weak integration between nutrition and WASH services, gender inequities that restrict women’s decision-making power, and market barriers that limit the availability and affordability of nutritious foods and basic supplies in rural areas.
  • CARE Bangladesh's is committed to provide support people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
  • A collective of the four organizations--CARE, iDE, HarvestPlus, and The Hunger Project (THP)--are proposing to tackle these pressing nutrition challenges through a multi-sectoral, gender-responsive strategy. The collaboration aims to improve the nutritional status of women and children under the age of five. It directly aligns with Sustainable Development Goals 2 (Zero Hunger), 3 (Good Health and Wellbeing), 5 (Gender Equality), and 6 (Clean Water and Sanitation) as well as the priority nutrition indicators of the Government of Bangladesh.
  • This initiative builds on successful The Church of Jesus Christ of Latter-day Saints (The Church) funded programs already implemented by the consortium members and seeks to consolidate its learnings to apply its proven approaches in Bangladesh. CARE, iDE, HarvestPlus and THP will work together to build synergy and complementarity among the organizations to address the core issues in the targeted geographies. The project’s integrated model addresses the wellbeing of children and their mothers through mutually reinforcing health systems and market systems interventions across multiple sectors.
  • The principal purpose of the Project Officer-Capacity Building and Stakeholders Engagement position is to support and transfer capacity of the front-line health workers, supervisors and local community and collaborative partners, as well as the consortium members. The Project Officer will work to increase equitable consumption of diverse, nutritious, safe and healthy diets, use of quality health and nutrition services, facilitate multi sectoral approach for better health and nutrition outcomes and engage local stakeholders for multiple impact. He/she will closely work with the UHFPO, UFPO, supervisors and the front-line health and family planning workers and staffs of collaborative partners working in the same geographical areas. He/she will also closely work with the UNCC, UDCC and local elected bodies for multiple impact of project outcomes.

II. Responsibilities and Tasks: - Time

Responsibility # 1: Implementation of Project Activities as per the Detailed Implementation Plan (DIP) by maintaining high standards - 30%

  • Plan, implement and monitor the project activities in the respective Upazilas as per the detailed implementation plan (DIP) with guidance from the Team Leader.
  • Make sure that activities' implementation follows projects and coordinate support from the team members and consortium to make it productive.
  • Coordinate with UHFPOs and UFPOs for quality implementation of project activities.
  • Maintain strong coordination and communication with the relevant government and other stakeholders.
  • Prepare project activity progress reports and ensure timely submission to the respective lines.

Responsibility # 2: Planning and execution of capacity building activities as per DIP with high standards - 30%

  • Prepare yearly calendar of capacity building of community support group, local government officials and nutrition coordination committees at sub-district and district officials.
  • Support the Team Leader in the planning of the implementation phase and development of relevant planning documents (ProDoc, budget, log frame, etc.).
  • Identify need assessment of stakeholders on capacity building on multi-sectoral nutrition intervention, nutrition sensitive value chain, ICT component on access to nutrition information and accountability mechanism.
  • Maintain close communication with upazila managers particularly UHFPO, UFPO and local elected bodies for smooth implementation of project activities.

Responsibility # 3: Organize capacity building training, budget preparation and facilitator assignment. - 15%

  • Deliver all capacity development-related activities for community health workers (CHW) and local government in diverse areas of nutrition governance.
  • Work closely with local stakeholders to ensure adequate capacity is built in various areas of the project.
  • Ensure flexibility and high quality of the capacity development support provided to the CHWs and relevant local Government institutions.
  • Ensure integration of organizational capacity development with other technical support the project will provide to partners.
  • Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
  • Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation.
  • Assist and provide technical backstopping for the development of the capacity building component of multi-level nutrition action plans.

Responsibility # 4: Work closely with identified stakeholders to ensure efficient and effective engagement in project implementation - 10%

  • Support the project team in conducting participants selection assessment.
  • Ensure timely and effective communication and coordinate with Department of Health and Family Planning, Department of Agricultural Extension and other relevant stakeholders in designing and implementation of project activities.
  • Work closely with the team members for sharing field learning and exchanging good practices.

Responsibility # 5: Documentation, Reporting and Knowledge Management - 10%

  • Support Sr. MEAL officer in field data collection, learning documentation, knowledge management, and reporting.
  • Facilitate related training module and IEC/BCC materials development, and other knowledge products and related govt. stakeholders.
  • Support Sr. MEAL Officer in preparing narrative reports as per the requirements, in line with results frame indicators as per the donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets.
  • Ensure timely collection of Local Admin. Certificate through community implementing partner organizations.

Other Responsibilities 5%

  • General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults
