Job Responsibilities:
∎ Implementation of the project in accordance with Islamic Relief Bangladesh as well as donor requirements and standards (30%)
∎ Responsible for implementing IRB country strategy at the field level.
∎ Support and coordinate the preparatory activities of the project including office setup, participatory planning, selection of the locations, technical survey, and beneficiaries' selection.
∎ Design project implementation guidelines and prepare project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives.
∎ Ensure sound project management and take full responsibility for the overall implementation and monitoring of the humanitarian support projects, as per the project documents and the IR rules and regulations.
∎ Build, motivate, and lead a high-performing team consisting of project personnel, expert consultants, and service providers.
∎ Provide inputs in the identification of linkages between the project and other related projects to maximize the efficient and effective use of resources.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Hold overall responsibility for maintaining strict compliance to donor rules and regulations.
∎ Oversee and manage the budget as per project documents and authority grid and carry out the monthly expenditure analysis, prepare reports and requirements of fund.
∎ Ensure that minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Support program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
∎ Apply oversight and evaluate, monitor and manage risks, issues, assumptions, dependencies, Interdependencies and changes, escalating those outside tolerances if appropriate.
∎ Ensure quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ Ensure that local purchase and expenditure are done as per Islamic Relief Bangladesh policy.
∎ Ensure the stock book, Inventory and other essential register are maintained properly and timely in effective manner as per Islamic Relief Bangladesh policy.
∎ Checking the all bill voucher within the team and forwarded to Finance officer for necessary action.
∎ Ensure community mobilization and engagement through effective community engagement plan for all the staffs within IR guidelines and compliances.
∎ Ensure effective monitoring of the project according to the project need (25%)
∎ Ensure effective monitoring of the project activities.
∎ Prepare monthly work plan, break it down to daily/weekly work plan and ensure implementation of the same
∎ Regularly follow-up the project activity, financial status, works progress.
∎ Review project related crucial problems which are forwarded by the field staff and take necessary step to resolve them on priority basis.
∎ Ensure complain log and register at project level.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) throughout the project.
∎ Ensure Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues in relation to project activities.
∎ Capacity-building initiatives for project participants, key stakeholders, and project staff at the program level (10%)
∎ Support to organize orientation for the newly recruited project staff.
∎ Organize basic skill development training for project participants on different topics i.e. repair and maintenance of WASH interventions, shelter, health & hygiene promotion, etc.
∎ Provided one-to-one coaching to staff for understanding project goals and objectives.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues in relation to project activities.
∎ Organize training and workshop in different sector for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving and visibility according to the project need (15%)
∎ Prepare monthly, quarterly, interim and final narrative report as per proposal, programme and project need.
∎ Provide progress report to the country office and donor.
∎ Prepare the financial report of expenditure and update time to time.
∎ Meet the different reporting deadlines.
∎ Update on track System in regular basis.
∎ To ensure organizational visibility in different stage of the projects.
∎ Prepare, approve, organize and preserve all project related documents and ensure sending to Humanitarian & Resilience Programme department within due time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guideline.
∎ Share different information to develop project with knowledge management team.
∎ Ensures comprehensive and effective communication, coordination and advocacy with different stakeholders (15%)
∎ Organize the project inception meeting with different level stakeholder.
∎ Coordinating overall implementation of program at field level.
∎ Managing the team at field level on site and/or remotely depending on access.
∎ Ensure effective networking and coordination with union, upazila, DC office and other key stakeholders of the project.
∎ Ensure appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.
∎ Represent Islamic Relief Bangladesh in coordination meeting at upazila and district level.
∎ Coordinate the project to be managed within the agreed time, cost and quality constraints to enable delivery of the agreed outputs and/or benefits.
∎ Maintain suitable plans, manage the delivery of minimum requirements and/or critical Success factors and effectively manage people (including third parties) and other resources.
∎ Ensure that the beneficiaries are aware of the assistance and services available and how to access them; distribution points should be accessible and distribution mechanism should take into consideration groups with specific needs to minimize chances of violence, abuse and exploitation.
∎ Liaise with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project.
∎ Organize phase-out meetings and lesson-learned workshops for further organizational development.
∎ Collect successful project completion letters from relevant authorities.
∎ Other Requirements (5%)
∎ Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
∎ Ensure that local purchase and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, inventory, and another essential register properly and timely in effective manner.
∎ Support in the procurement of materials like requisition, follow-up etc.
∎ Take initiatives to ensure the security of project staffs and participants during the intervention.
∎ Facilitate donor/external visits and ensure that recommendations of visitors are addressed.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program's goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Perform any other duties assigned by Supervisor.
