Position Summary

The Project Manager leads day-to-day implementation of the shelter project in Camps 14, 15 and 16. S/he ensures that activities are delivered according to approved plans, standards and timelines, provides technical coordination with HEKS and sector partners, and supervises and monitors field staff.

Key Responsibilities

Planning and Leadership:

•      Lead the planning and implementation of the project in Camps 14, 15 and 16 according to the approved proposal, work plan and budget.

•      Prepare detailed activity plans and timelines, and ensure activities are delivered on time and to standard.

•      Provide leadership and guidance to the project team and hold regular team meetings.

•      Identify implementation risks early and propose practical solutions.

Project Management:

•      Support and oversee day-to-day camp and block-level implementation of all project activities.

•      Ensure partner technical support on shelter response, mainly to the GUSS implementing team at Ukhiya.

•      Follow up on field-level issues and ensure timely resolution or escalation.

Coordination, Collaboration, and Networking:

•      Coordinate with the camp-level HEKS project team, sector focal points, partner focal points, agencies, implementing partners and communities on identified needs.

•      Represent GUSS in sector and coordination meetings and maintain good relations with camp authorities and community leaders.

Monitoring and Supervision:

•      Supervise and monitor field staff to ensure activities follow approved plans, standards and timelines.

•      Conduct regular field visits and review progress against targets and indicators.

Financial Management:

•      Monitor budget utilization together with the Finance team and flag variances and delays early.

•      Ensure expenditure and procurement follow GUSS policies and donor requirements.

Accountability and Safeguarding:

•      Ensure accountability to affected populations, including functioning feedback and complaint mechanisms.

•      Ensure safeguarding, PSEA and the Code of Conduct are respected in all activities and report concerns immediately.

Branding, Documentation, and Reporting:

•      Support documentation and prepare timely narrative and progress reports.

•      Ensure donor visibility and branding requirements are followed.

•      Ensure effective communication among project teams and stakeholders.

Required Qualifications and Experience

•      Bachelor’s degree (Master’s preferred) in Civil Engineering, Architecture, Development Studies, Disaster Management or a related field.

•      Minimum 5 years of relevant experience in project management, of which at least 3 years in humanitarian response, preferably shelter/NFI or site improvement.

•      Experience in the Rohingya response in Cox’s Bazar and knowledge of the Shelter/NFI sector and ISCG/RCP coordination is strongly preferred.

•      Experience with donor-funded projects (CBPF, HEKS or similar) and donor reporting.

Key Skills and Competencies

•      Strong leadership, team supervision and coordination skills.

•      Good planning, monitoring and problem-solving skills.

•      Excellent written and spoken English and Bangla; ability to communicate in Chattogram dialect is an advantage.

•      Proficiency in MS Office; ability to work under pressure in a camp environment.

•      Adhere to the GUSS Code of Conduct, safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA) policies.

•      Willingness to work in the camp environment and to travel as needed. Women candidates and candidates from the host community are strongly encouraged to apply.

Language

•      Reading and writing in Bangla fluently.

•      Speaking fluently in Rohingya or Chittagongian language.

Working Hours

•      6 hours daily (Saturday to Thursday)
