  • Demonstrated experience working on the rights and protection of marginalized and excluded communities, particularly: Dalit communities;Indigenous/ethnic minority communities;Persons with disabilities;Religious minorities;Women and girls;Transgender communities; and/or Other socially or economically marginalized groups.
  • Experience in conducting or coordinating community, district and divisional-level consultations will be strongly preferred.
  • Experience working with government institutions, civil society organizations, development partners, legal professionals and community-based organizations.
  • Experience in legal research, policy analysis, legislative drafting or law reform processes will be an advantage.Knowledge of national and international human rights and equality and non-discrimination frameworks is essential.


Responsibilities & Context:

BLAST is seeking a qualified and experienced Coordinator – Anti-Discrimination Law (ADL) to support the development of a proposed Anti-Discrimination Law in collaboration with relevant stakeholders, including Manusher Jonno Foundation (MJF), the Fund Management Agency (FMA) of the Civic Engagement Fund (CEF) Programme, BLAST, legal experts, civil society organizations and representatives of marginalized communities.

The Coordinator will work closely with the Lead Consultant/research consultant engaged by BLAST for developing the draft Anti-Discrimination Law. The position will play an important role in coordinating consultations, documenting community perspectives, undertaking legal and policy research, identifying key issues relating to discrimination, and providing relevant information and analysis to the Lead Consultant.

The Coordinator will regularly participate in community-, district- and divisional-level dialogues and consultations and ensure that the concerns, experiences and recommendations of marginalized communities are properly documented and communicated to the research/lead consultant for consideration in the development of the draft law.1. Coordination and Stakeholder Engagement

  • Coordinate with MJF, FMA-CEF, BLAST teams, the Lead Consultant and other relevant stakeholders throughout the ADL development process.

  • Maintain regular communication with legal experts, government representatives, civil society organizations, community-based organizations, thematic partners and representatives of marginalized communities.

  • Participate in and, where appropriate, facilitate community-, district- and divisional-level consultations and dialogues on anti-discrimination law and policy.

  • Support the organization of meetings, workshops, consultations, technical discussions and stakeholder dialogues related to ADL development.

  • Coordinate with BLAST`s relevant thematic and advocacy teams to ensure that consultation findings are appropriately reflected in the law-development process.

2. Community Consultation and Documentation

  • Attend consultations with marginalized communities and document their experiences, concerns, priorities and recommendations relating to discrimination and access to justice.

  • Pay particular attention to the experiences and legal concerns of Dalits, Indigenous/ethnic minority communities, persons with disabilities, religious minorities, women, transgender communities, climate-affected communities and other socially excluded groups.

  • Identify common patterns of discrimination, barriers to accessing justice, gaps in existing legal and institutional mechanisms, and areas requiring legal or policy reform.

  • Prepare structured consultation notes, issue briefs and summaries for submission to the Lead Consultant.

  • Ensure that community voices and recommendations are accurately recorded and presented without misrepresentation.

  • Follow up on issues raised during consultations and provide additional information or clarification to the Lead Consultant when required.

3. Legal and Policy Research Support

  • Review existing laws, policies, rules, regulations and institutional mechanisms relevant to equality and non-discrimination.

  • Support the identification of gaps, inconsistencies and limitations in the existing legal and institutional framework concerning discrimination.

  • Conduct desk-based research on relevant national and international anti-discrimination standards, legal frameworks and good practices.

  • Assist in identifying key areas that may require legislative reform, including definitions of discrimination, prohibited grounds of discrimination, remedies, institutional mechanisms, enforcement and accountability.

  • Prepare analytical notes, background papers and issue briefs for the Lead Consultant.

  • Review relevant research reports, case studies, judgments, policy documents and stakeholder submissions and extract key findings relevant to the ADL process.

4. Support to the Lead Consultant

  • Provide timely research, consultation findings, documentation and analytical inputs to the Lead Consultant.

  • Review existing drafts and consultation materials and identify issues requiring further consideration.

  • Assist the Lead Consultant in incorporating relevant stakeholder and community inputs into the draft law.

  • Facilitate communication between the Lead Consultant and relevant stakeholders when required.

  • Support the organization of technical consultation sessions to review and discuss different components of the draft ADL.

  • Assist in preparing materials for review and validation of the draft law.

5. Reporting, Documentation and Work Planning

  • Develop monthly work plans with clear activities, timelines and deliverables.

  • Monitor progress against agreed activities and deliverables and provide regular updates to the Team Lead – PROKAS and BLAST management.

  • Prepare consultation reports, meeting minutes, concept notes, issue briefs, progress reports, recommendation papers and other relevant documents.

  • Maintain systematic documentation of consultations, stakeholder contributions and recommendations.

  • Support budget tracking and logistical arrangements for consultations, workshops and meetings.

  • Ensure compliance with BLAST`s organizational policies and relevant donor requirements.
